SStarkey, Contract Specialist, (202) 324-3718 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; proposals/bids are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ) #70368, the provisions and clauses incorporated are those in effect through Federal Acquisitions Circular (FAC) 90-46. This solicitation is under the Simplified Acquisition Procedures (SAP) for Small Business-Small Purchase Set-Aside -- The Standard Industrial Classification (SIC) Code is 3679 and the Business Size Standard is 500 employees. This will be a Firm-Fixed Price "Brand Name or Equal" solicitation for one (1) Avalon Electronics, Ltd., Telecommunications Recorder- model number Ae5420 with one (1) IEEE-488 Interface Option. FOB Destination to Engineering Research Facility inQuantico, Va., 22135. The equipment must meet or exceed the following salient characteristics: Channels- to have the option of using either one T2 at 6.321 Mbps, B8ZS encoded (DS2) or four T1 at 1.544 Mbps, B8ZS encoded (DS1); Record Duration -- T2>4 Hours; Input Impedance- 75 ohms or high impedance; Error Rate -- Better than one in 10 to the 14th; Input/Output Connector -- D Sub with 50 ohm coaxial inserts; Auxiliary Channels -- Two, selectable, used for analog, voice data, auxiliary, or for timing signals such as IRIG-B 100 Hz to 3.3KHz 8 bit or 100 Hz to 7 Khz 16 bit; Internal Time Code: Time and date stamp with one second resolution; Remote Control -- Local controls and displays available remotely via IEEE-488 Interface; Remote Monitoring -- Recorder status, error correction status, and other recorder functions can be monitored via the remote control interface; Built-in Test Equipment -- the system BITE continuously monitors all critical aspects of the recorder. Warranty -- 5,000 hours or 3 years . The above -listed characteristics are intended to be descriptive, but not restrictive. Unless clearly marked that the vendor is quoting on an "equal" the offered item shall be considered as the brand name product referenced in this announcement. If the vendor proposes to furnish an "equal product", the brand name, if any, of the product to be furnished shall be inserted on the proposal. The evaluation of quotations and the determination as to equality of the product shall be the responsibility of the Government and will be based on information furnished by the vendor. The purchasing activity is not responsible for locating or securing information which is not identified in the quotation and reasonably available to the purchase activity. To insure that sufficient information is available, the vendor must furnish as a part of his quotation all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the purchasing activity to determine whether the product meets the salient characteristics of the requirement. If the vendor proposes to modify a product so as to make it conform to the requirements of this announcement, he shall include a clear description of such proposed modifications and clearly mark any descriptive material to show the proposed modifications.
