Brumfield, (937) 656-5071 This CBD announcement constitutes a Sources
Sought Synopsis. The B-1B System Program Office (SPO), Aeronautical
Systems Center (ASC), is planning for a Link 16 Data Link Capability,
and an Interim Joint Air to Surface Standoff Missile (JASSM) Capability
for the B-1B Bomber. The Air Force is anticipating contract award in
the FY98 time frame to a contractor(s) who will be best qualified to
develop the hardware and software required to integrate either one or
both of the above modifications. The Link 16 (JTIDS) will be a stand
alone system to be installed on approximately 4 to 7 B-1B aircraft by
the end of FY99. This Link 16 implementation is not envisioned to be
fully integrated with existing B-1B software. The hardware
implementation cannot interfere with existing aircraft functions and
must be removable so as to restore the aircraft to its original
configuration. The Interim JASSM capability will permit limited
envelope launches of JASSM weapons from Block D configured B-1B
aircraft. The JASSM targeting information will be preloaded on the
weapons prior to aircraft launch. Information to be downloaded to the
weapon from the aircraft will be limited to that supplied by the B-1B
Block D Avionics Operational Flight Software. The contractor(s) will be
responsible for Total System Performance Responsibility (TSPR) for
engineering manufacturing and development (EMD) for any required
aircraft and launcher software and hardware modifications. As a minimum
these will include the physical interfaces for the internal carriage of
the JASSM, interface with the AF SEEK Eagle weapon certification
process; development of any software required to status, launch and
jettison the weapons; and ensuring that no B-1B capabilities are
degraded as a result of these efforts. Engineering data (e.g. drawings
and specifications are not available for the Block D configured
aircraft and launcher hardware or the AOFS software described above.
Contractor(s) interested in either one or both modifications must
submit the following information for evaluation to the government.
Responses should be concise, program specific and include all six
areas: 1) Description of experience in the integration and
certification of the above systems, or similar systems on other
comparable aircraft. In addition, please address any experience you
have in integration of similar systems on the B-1B. 2) Description of
software development experience as well as facilities/assets currently
available to accomplish the design, development and fabrication of any
required hardware. 3) List the qualifications of lead management,
engineering, manufacturing and quality assurance personnel projected to
work on this program as related to B-1B and/or other Air Force (or
other comparable program) aircraft component or subsystem production
experience. 4) Indication of large or small business in relation to SIC
code 3728, size standard 1000 employees. 5) Indication of level and
types of B-1B technical data, analytical tools and data bases required
to accomplish this effort. The baseline software configuration for
these integration efforts will be Block D. 6) Please indicate if your
interest is as a prime or subcontractor. The government reserves the
right to break out components and set aside specific tasks for small
business. An Ombudsman has been established for this acquisition. The
only purpose of the Ombudsman is to receive and communicate serious
concerns from potential offerors when an offeror prefers not to use
established channels to communicate his concern during the proposal
development phase of this acquisition. Potential offerors should use
established channels to request information, pose questions, and voice
concerns before resorting to use the Ombudsman. Potential offerors are
