Allison, Contract Specialist This procurement is set-aside for small
business concerns. The standard industrial classification code (SIC) is
7389 and the small business size standard is $5 million average annual
receipts for the 3 preceding fiscal years. Services to be acquired:
The Centers for Disease Control and Prevention, in an effort to comply
with recent Presidential Directives that all government agencies to be
prepared to respond to acts of terrorism is contracting to develop a
report on surveillance, laboratory, information, and response needs
associated with domestic acts of terrorism involving weapons of mass
destruction. The purpose is to develop recommendations on establishment
of a nationwide surveillance system and laboratory infrastructure to
detect acts of terrorism and provide for rapid agent identification. A
variety of surveillance systems for tracking infections diseases are
in place at the local, state, and federal levels. Varying degrees of
laboratory capacity are available in the public, private, and military
sectors. Current systems are not adequate to meet the needs associated
with terrorism response. This report shall examine existing systems and
capacities and determine how they can be integrated or enhanced to meet
these needs. The contractor shall perform literature searches of health
and medical databases, conduct interviews of civilian and military
laboratory personnel and state, local and federal public health
personnel, and research current state, local, and federal disease
surveillance systems. Based on findings, the contractor will develop a
report. The report shall be completed by April 30, 1998. Evaluation
Factors: In order to be considered for this project the contractor
shall meet the following minimum qualifications: (1) an intimate first
hand, working knowledge of both civilian and military laboratory
capabilities and methodologies for identifying chemical and biological
agents, and physiologic sequel, which could be use in terrorist
events; (2) extensive knowledge of biological agents which could be
used by terrorists, various methods for dispersal of these agents, and
control and prevention strategies; (3) demonstrated this knowledge
through publications in the field and activities in designing exercises
to test response activities; (4) be familiar with disease and health
surveillance systems and techniques on the state, local and federal
levels; and (5) demonstrated experience and expertise in biological
agent identification and biological terrorism preparedness and
consequence management in previous work. The contractor will be
provided a computer to prepare documentation and reports to complete
the project. Award of a firm-fixed price type contract will be made or
