contracts are for non-personal services as Russian Language
Instructors (non-military). Minimum qualifications: Fluent in the
Russian language, read, write and speak at a level consistent with a
person indigenous to Russia and have a working knowledge of English, to
include proper English grammar, vocabulary and sentense structure in
both written and oral formats at the eighteen year level. Be a graduate
of an institute of higher learning (Western college/university level or
its equivalent in the former Soviet Union) Military or Civilian school
is acceptable. Have cumulative personal life and work experience of at
least one year in the former Soviet Union or C.I.S. political or
military system within the last five years. Experience must be as a
resident living and working within the system. Must have taught the
target language to adult English speakers for at least four years in a
post-secondary educational institution, e.g. University, college, or
vocational technical institute. High school or Community College or
their equivalents are not acceptable. The four years need not have been
consecutive but must have been within the last ten years. Experience
may be either civilian or military related. Documentation supporting
the above minimum qualifications is required. This can be in the form
of academic records, military records, residency documents, etc. 2. The
proposed contract is for non-personal services as a Russian Language
Instructor (military). Minimum qualifications: Must have been a member
of Active Duty Military Service as an Officer within the FSU/E&CU in
either Combat or Combat Support Organization. Have fluency in the
Russian language with the ability to read, write and speak at a level
consistent with a person indigenous to Russia. Have a working knowledge
of English sufficient for performing the requirements of this contract,
to include proper English grammar, vocabulary and sentense structure in
both written and oral formats at the eighteen year old level. Be a
graduate of an institute of higher learning (Western college/university
level or its equivalent in the former Soviet Union). Military or
Civilian school is acceptable. Have a cummulative pesonal life or work
experience of at least 10 years in the Former Soviet Union or C.I.S.
political or military system. Experience must be as a resident living
and working within the system. Must have taught the target language to
adult English speakers for at least four years in a post-secondary
educational institution, e.g. University, college, or vocational
technical institute. High school or Community College or their
equivalents are not acceptable. the government's intent is to acquire
instructors experienced in adult education in an intensive academic
environment. The four years need not have been consecutive but must
have been within the last ten years. Experience may be either civilian
or military related. Documentation supporting the above minimum
qualifications is required. This can be in the form of academic
records, military records, residency documents, etc. 3. The proposed
contract is for non-personal services as a Treaty Verification
Instructor . Minimum qualifications: Have fluency in the Russian
language with the ability to read, write and speak at a level
consistent with a person indigenous to Russia. Have a working knowledge
of English sufficient for performing the requirements of this contract,
to include proper English grammar, vocabulary and sentense structure in
both written and oral formats at the eighteen year old level. Be a
graduate of an institute of higher learning (Western college/university
level or its equivalent in the former Soviet Union). Military or
Civilian school is acceptable. Minimum 5 years experience (civilian or
military) as a flight crew member serving as pilot, co-pilot or
navigator in the Former Soviet Union. The five years need not be
consecutive but must have occured within the last seven years.
Documentation supporting the above minimum qualifications is required.
This can be in the form of academic records, military records,
residency documents, etc. 4. The proposed contracts will support the
George C. Marshall European Center for Security Studies,
Garmisch-Partenkirchen, Germany. 5. The period of performance is 01 Oct
