synopsis/solicitation for commercial items prepared in accordance with
the Federal Acquisition Regulation(FAR) format in Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. This
acquisition is unrestricted; the standard industrial classification
code is 3663; small business size standard is 750 employees. The
acquisition includes the following Contract Line Item Numbers (CLINs):
0001, Color Video Compression Encoders, 2 each, mfr by Enerdyne
Technologies, P/N: ENC1000A94, or equal. For technical acceptability
the product offered must meet the following minimum salient
requirements: Color video compressor encoder unit function is to
digitize and compress a standard analog video signal as either NTSC
composite, Y/C,or PAL format utilizing the Adaptive Digital Video
Standard Compression algorithm base on the Discrete Cosine Transform
(DCT) algorithm method of compression. Unit must be environmental and
EMI qualified. The unit shall have two inputs: (1) NRZ-L serial bit
stream format at TTL level and (2) Differential BI0-L digital serial
bit stream, both clocked at a user specified fixed rate. The unit shall
also have an input for the multiplexing of a asynchronous Pulse Code
Modulation, PCM, data stream into the digitized video data stream. The
unit shall have a PCM Data Option and a Differential Bi-Phase output.
Unit must operate using standard aircraft +28V power. The size of the
encoder must not exceed 7.0"L x 4.5"W x 3.0"H. Units must be one (100)
hundred percent compatible with the Enerdyne DEC100R5 decoder. Desired
delivery is 30 days after receipt of order. The FOB point is
Destination, Edwards AFB. The following FAR provision's and clauses

the specific evaluation criteria included in paragraph (a) is
