Contractor shall furnish all labor, tools, technical data, parts and materials to perform essential software maintenance on Government owned Signal Processing Workstation for period of one year (01 Oct 97 through 30 Sep 98). The tentative issue date for the RFQ is on or about 29 Aug 97, opening date is on or about 15 Sep 97 with an anticipated 1 Oct 97 award date. It is our intent to make an award to Alta Group of Cadence Design Systems Inc., 555 N. Mathilda Avenue, Sunnyvale CA 94086, on a sole source basis. Justification supporting sole source is the uniqueness of this software. There is no other company that manufactures or maintains this software. An Ombudsman has been appointed to hear significant concern from offerors or or potential Offerors during the proposal development phase of this acquisition. Routine questions are not considered to be "significant concerns" and should be communicated directly to the Contracting Officer, E.J. RENA, Phone 315/330-7518. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. The Ombudsman for this acquisition is Vincent Palmiero, Chief, Policy and Management Division at phone 315-330-7746. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposal or in the source selection process. The Ombudsman should only be contacted with issues or problems that have not been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level.
