INTRODUCTION: Wright Laboratory (WL) intends to award a sole source contract No. F33615-97-R-1047 to Coherent Technologies, Inc (CTI) on the basis it is the only contractor with the technical knowledge and capability necessary to perform the required work. Under a previous contract, CTI developed, operated and maintained a solid state ladar (laser radar) transceiver and data acquisition system that the contractor integrated into a vehicle. Wright Laboratories has an on going requirement to utilize this developed laser radar system to measure wind profiles and related atmospheric conditions as well as hard target characteristics. Some of these measurements are to acquire data for performance predictions for the ladar, but many other measurements are made in support of other programs where the data obtained from the ladar is part of the overall test data. In addition to the actual wind measurements, various processing algorithms will be developed under this sole source effort in order to optimize these measurements. The results of all of these activities are used to define the operational and system requirements for Air Force and DOD ladar applications.
