combined synopsis/solicitation for commercial items prepared IAW with
the format in FAR Subpart 12.6. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. This acquisition is 100% small business set-aside,
SIC Code 3537, Size 750. The following Far clauses are applicable to
this acquisition: Far 52.212-2 Evaluation -- Commercial Items or Far
part 13.106-2 will be used as evaluation factors, Far 52.212-3 Offeror

Commercial Items. 16 sets. Ramp, portable system, lightweight, modular,
conforming to the following numbered salient features and general
requirements. Salient features: Each set of two ramps will be used to
support military style, all terrain,wheeled and tracked vehicles. The
ramps willbe used on concrete surfaces only. The ramp assemblies shall
consist basically of fabricated high strength aluminum alloy sections
or modules interlocked or pinned together. All components required to
assemble shall meet the following requirements: Salient features: 1.
Overall dim. (plus or minus 1 inch): Length -- 35 ft, width -- 3 ft,
height -- 6 ft.. 2. Ramp incline: Not greater than 11 degrees. 3.
Horizontal run at top end of ramp incline: 3ft (plus or minus 1 inch).
A wheel stop shall be provided at the end of the horizontal run. A
flag pole holder (for holding in. dia. pole) shall be provided adjacent
to the horizontal run. 4. Vehicle weights: Wheeled vehicle weights:
Max. single axle wt: 26,000 lbs. Max. tandem axle wt: 36,000 lbs. Min.
tandem axle centerline-to centerline dim: 4.5 ft. Tracked vehicle
weights: Operating weight: 81,200 lbs. Width of standard track shoe: 22
inches. Length of track on ground: 10 ft. 6 in. Ground contact area:
5,580 sq. inches. Track gauge: 6 ft. 10 in.(centerline-to-centerline of
tracks). 5. Ramp module weight: Not more than 300 lbs per module. 6.
Ramps will be supported on concrete not less than 6 inches thick. 7.
Ramps must remain stationary during loading and shall not tip while
under max.load. 8. All surfaces that may come into contact with vehicle
tires or tracks must be non-skid. (Grating is preferred on the top
surfaces of the ramps but is not mandatory.) 9. All ramps components,
except connecting pins, shall be constructed of high strength aluminum
alloy. 10. All pin holes shall be oversized and/or elongated as needed
for ease of insertion of connecting pin and to ensure that ramps can be
assembled on slightly uneven surfaces. 11. All connecting pins shall be
high strength stainless steel and shall be tapered for ease of
alignment in holes being pinned. Cotter keys shall be provided on all
locking pins. 12. All inter-mediate bridge spans shall be
interchangeable between modules. 13. All modules and
non-interchangeable parts shall be numbered. 14. All assembly
procedures to be referred to component parts by part number. 15. Each
module and bridge span shall be equipped with handles on each side to
allow for up to four personnel to safely lift and support the
components. 16. Fork lift pockets shall be provided on ramp modules.
The pockets shall be readily accessible by a forklift. 17. Ramp
cross-bracing shall accommodate the following vehicle widths: AAVP7A1
Landing Craft..128.72 in. D8 Bulldozer..114.00 in. D76 Bulldozer..
98.00 in. LVS Logistic Vehicle System.. 96.00 in. LAV-25 Personnel
Carrier.. 86.80 in. M-Series Trucks.. 86.00 in. HMMWV.. 86.00 in. 18.
Rating plate showing max. axle weights and max. vehicle weights shall
be riveted to a ramp module in a conspicuous location. 19. Contractor
shall provide a 10% overage of stainless steel pins and cotter keys.
All overage components shall be boxed. 20. All sharp edges shall be
ground and chamfered. 21. Two sets of design drawings (not shop
drawings) along with calculations shall be submitted for government
review/approval prior to fabrication. This requirement shall be within
45 days after contract award. Government will review and return
comments/approval within 10 working days. Prior to shipping, ramps
shall be erected for inspection by the Government to assure full
compliance with the specs at the plant and thereafter during the
shipping schedule if required. Load test will be conducted at delivery
point in Jacksonville, Fl. General Requirements: Materials -- The
ramps provided shall be of all high strength alum. construction.
Materials used shall be free from defects which would adversely affect
the performance or maintainability of individual components or of the
overall assembly. Materials not specified herein shall be of the same
quality used for the intended purpose in commercial practice. All
material and articles incorporated in the work are to be new and
unused. Structural support -- The assembled ramps shall have structural
capacity and be reinforced or braced, where necessary, to produce
adequatestrength and rigidity to prevent permanent deformation or
damage to any part under maximum load. Aluminum fabrication -- The high
strength aluminum used in fabrication shall be free from kinks, sharp
bends and other conditions which would be deleterious to the finished
product. Manufacturing processes shall not reduce the strength of the
aluminum to a value less than intended by the design. Manufacturing
processes shall be done neatly and accurately. All bends shall be made
by controlled means to insure uniformity of size and shape. Bolted
connections. Bolt holes shall be accurately punched or drilled and
shall have the burrs removed. Washers or lock washers shall be provided
in accordance with good commercial practice, and all bolts, nuts, and
screws shall be of adequate strength to support maximum loads. Welding.
Welding procedures shall be IAW a nationally recognized welding code.
The surface of parts to be welded shall be free from rust, scale,
paint, grease, or other foreign matter. Welds shall be transmit stress
without permanent deformation or failure when the parts connected by
the weld are subjected to maximum loads. Assembly instructions. Four
copies of contractor' standard assembly procedure shall be delivered
with the equipment. Procedure shall include a list of materials
including plate needed to assembly the ramps. Procedure shall also
include a list of all hand and power tools required to assembly the
ramps. Instructions format shall be manufacturers standard. Cost to be
included within price of unit. Shipping. The contractor shall be
responsive for shipping equipment directly to the activity. Costs
included within unit cost. Contractor will ship using Government Bill
of Ladings and Form DD250 for shipping and receiving reports. To assure
the receiving activity is adequately prepared for off loading and
storage/installation of equipment,the contractor shall notify the
activity by letter of the estimated delivery date at least 1 week
before equipment is shipped. Delivery schedule to be 45 days after
approval by the government for the first unit, thereafter 2 sets per
