and materials and perform all work for modifying the drain systems in
the machinery recesses and galleries at Eisenhower and Snell Locks,
near Massena, New York. This work includes removal of existing traps
which are embedded in concrete, cleaning of drains and installation of
valves; installation of pumps, controls and piping for removing water
from undrained recesses and for an automated flushing system; and for
installation of oil skimmers and concentrators at both locks. This
work is to be completed by February 1, 1998. The price range is between
$100,000.00 and $2~50,000.00. Tentative bid opening date is scheduled
for 2:00 p.m., Thursday, September 26, 1997. Fifty ($50.00) Dollar
nonrefundable fee per set for plans, specs., and drawings. The
solicitation package may be requested by mail and must be received no
later than 15 days after Commerce Business Daily publication. No
telephone requests. This will be a Firm-Fixed Price Contract. This
solicitation shall be issued in accordance with the "Small Business
Competitiveness Demonstration Program". All responsible sources may
submit an offer which shall be considered by the Saint Lawrence Seaway
Development Corporation. THIS NOTICE IS FOR INFORMATIONAL PURPOSES FOR
MINORITY, WOMEN-OWNED AND DISADVANTAGED BUSINESS ENTERPRISES: The
Department of Transportation (DOT) Office of Small and Disadvantaged
Business Utilization (OSDBU), has programs to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enable~s firms to apply for bid, payment, and performance bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety ~against losses. Loans are also available under the
DOT Short Term Lending Program (~STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
