Energy Oak Ridge Operation Office (ORO) at Oak Ridge, TN, seeks highly
qualified firms to manage remedial action activities at sites within
the Formerly Utilized Sites Remedial Action Program (FUSRAP) and 4
sites in St. Louis, Missouri that were previously within FUSRAP, but
will now be managed as a standalone project. Work currently being
performed under contracts DE-AC05-91OR21949 (Project Management
Contractor) and DE-AC05-91OR21950 (Environmental Studies Contractor) is
being recompeted to form 2 new Project Management contracts. Evaluation
will be performed separately for the 2 contracts; however, it will be
possible for one contractor to receive both awards. FUSRAP was
established by DOE to identify and cleanup radioactively, and in some
cases, chemically contaminated sites that were used in the early days
of the nation's atomic energy program and several additional sites
specifically assigned by Congress. FUSRAP presently consists of 46
sites in 14 states; however, by the time the new contracts are awarded,
it is expected 21 sites in 8 states will require remedial action under
the 2 new contracts. There is, however, the potential that new sites
could be added by DOE. Further background information on the existing
program can be obtained on Internet (http://www.fusrap.doe.gov/) and in
the DOE ORO Public Reading Room (located in the Federal Office
Building, 200 Administration Road, Room G217, Oak Ridge, TN). The major
portion of the remedial action work will be performed primarily
utilizing fixed price or fixed unit price subcontracts. The estimated
term of the prime contracts would be approximately a 5 year base period
with five 1-year options and award is expected to take place in Spring
1998 with a 30 to 60 day transition period. Two performance-based
service contracts will be awarded: one contract for the 4 St. Louis
Sites to be administered out of the DOE St. Louis Site Office and the
other contract for the remaining FUSRAP sites (approximately 17) to be
administered by the FUSRAP Group in Oak Ridge, TN. Firms proposing on
these efforts should have substantial experience in management of
large remedial action projects involving both radiological and chemical
contamination. All responsible sources may submit a proposal which will
be considered. We anticipate that Solicitation No. DE-RP05-98OR22619
will be released no later than November 15, 1997. The solicitiation,
