The Dahlgren Division of the Naval Surface Warfare Center, Dahlgren, VA intends to solicit a proposal on a sole source basis from Degussa, AG, Specialty Chemicals Division, Weissfrauenstrasse 9, Federal Republic of Germany. Degussa shall conduct a chemical study/research for Decontamination of CWA (Chemical Warfare Agents) with Organic Peroxy Acid Chemistry using the Simulant Dibutyl Sulfide. The purpose of this study is to help NSWCDD develop a chemical means of detoxifying chemical agents from military surfaces. As a result of this study, the Government intends to develop their own solution for the detoxification of chemical agents from Government equipment/military surfaces. The results of this research shall be used in tests and applications under practical conditions of detoxification and decontamination of Chemical Warfare Agents (CWA). Degussa is considered the authority in this area because of their expertise in utilizing peroxy acids and their derivatives. Their expertise stems from their extensive research which has been conduted primarily for the European market. This expertise will benefit the US Government since the end detoxifying formulation must be non-toxic to the user and the environment. Specifically, the following is what is required of the proposed contractor: Objective -- develop procedures to effectively oxidize dibutyl sulfide (DBS) at PH less than 7, but with no corrosive action on metal parts; reaction time less than 20 minutes, initiates at room temperature; concentration of the DBS:M=0.1. Steps to be accomplished to meet objective -- peform literature search; develop experimental and analytical conditions required to estimate extent of DBS oxidation; perform laboratory tests on various peroxygen chemicals and formulations from fundus of Degussa and state of the art technology; optimize most promising formulations and reactions conditions to fit realistic scenarios; fine tune different parameters, if necessary. Report requirements -- verbal progress reports on monthly basis; final written report. Duration of effort -- 9 months beginning 01 September 1997.
