The NOAA, Integrated Program Office (IPO), requires the Center for Climate Systems Research (CCSR) at Columbia University to conduct a basic design analysis and in-depth feasibility study of an NPOESS/ACRIM TSI/SSI instrument, as a SINGLE RESPONSIBLE SOURCE. The developer of this Active Cavity Radiometer instrument is conducting the design analysis and feasibility study. The sensor design will employ a new implementation of the quasi-equilibrium equation' approach to abstracting the operational physics of the ACR sensor. Following validation of the approaches, a conceptual instrument design shall be implemented and tested in a breadboard form during FY 1998. Analysis of the design, the feasibility study, and validation and testing of the approach is estimated to comprise one-two years. Based on the outcome, a brassboard model will be flown in a sub-orbital experiment on a sounding rocket in FY 1999. The proposed sole source is uniquely qualified with the direct and recent expertise to design this prototype, which will add considerable knowledge to the areas of total solar irradience and solar spectral irradiance observations for proposed sensor payloads. No vendor, other than Columbia Univ., CCSR, has the extent of unique expertise and organizational independence from potential business conflicts to enable it to perform this requirement, IAW 41 U.S.C. 253(c)(1).
