Equipment Division invites you to participate in the Third Open Season
multi-year solicitation covering Federal Supply Schedule FSC Group 66,
Part II, Section J, Instruments and Laboratory Equipment, (covering
Electronic Signal, Communication and Component Test and Analysis
Instruments (Oscilloscopes, Analyzers, Generators, Testers, Counters,
Meters, and Bridges) for the period of June 1, 1998, (or date of award,
whichever is later) through May 31, 2003 (See Extension Clause) (The
extension clause apply to current contractors only). This will be an
indefinite delivery, indefinite quantity contract, FOB Destination. Use
of the Schedule will be on a non-mandatory basis. Anyone considering
submitting an offer is advised to review the entire solicitation
thoroughly. Significant Changes: Since the issuance of the Second (2nd)
Open Season Solicitation for the Schedule Group 66, Part II, Section J,
the GSA Federal Supply Service has initiated many new changes, which
make contracting for applicable items and ordering awarded items easier
for all concerned. Special Notices: Under the new modification
provision, current contractors are allowed to offer new special item
numbers (SIN's) under a modification request at any time during the
contract period. Therefore, current contractors are not required to
submit an offer during open seasons. A new warranty provision which
allows for the incorporation of the contractor's standard commercial
warranty. For all new awards, the discount schedule and marketing data
sheets have been deleted and replaced with the commercial sales
practice format. Current Contractors who did not exercise the option to
extend during the last Second Open Season for and additional five
years, should now submit an offer during this issuance which will be
issued on or about September 11, 1997, Clause I-FSS-164-D will apply.
The Open Season for this contract period will be for the period of June
1, 1998 through May 31, 2003. If current contractors elect not to
extend the term of the current contract or fail to submit an offer
during this 3rd Open Season, those contracts will automatically expire
May 31, 1998. Any offers for identical items received for submission
will be automatically rejected. Clause I-FSS-125, Orders exceeding the
maximum order (MO) (AUGUST 1995) will apply. This clause provides
instruction for placing orders over the maximum order as defined in the
Order Limitation Clause 52.216-19. To assist the customer agencies to
determine when they should seek a price decrease, a level called the
maximum order will be established under each contract. The Scientific
Equipment Division proposes to add One (1) additional Special Item
Number (SIN) under Group 66, Part II, Section J. The SIN and
description is as follows: 627-39 -- SOLDERING/DESOLDERING AND REPAIR
EQUIPMENT Temperature Microprocessor controlled equipment designed for
soldering, desoldering, and rework/repair of surface mount, thru-hole,
ball grid array and other electronic components—(e.g.,
Microprocessor-Controlled Soldering/Desoldering, Convective and
Conductive Heat Systems, Fume Extraction Systems, Process Monitors,
etc.). All other descriptions of items have been revised to accommodate
our customers. If you would like to obtain a copy, please contact the
individual stated in this notice. The Scientific Equipment Division is
pleased to announce the product support options for Government owned
equipment/accessories covered by contract under this Federal Supply
Schedule. The product support options include the following SINs:
627-2000 -- Equipment Maintenance 627-2001 -- Pre-Purchase Calibration
627-2002 -- Post Purchase Calibration 627-2003 -- Extended Warranty
627-2004 -- Service Agreements 627-2005 -- Technical Training 627-2006
-- Technical/Application Development Support In order to provide
Product Support Options, an offeror must be an Original Equipment
Manufacturer (OEM) or be (OEM) approved an certified. Offers will be
accepted for Product Support Options only; however, only one contract
(with the lowest government price) will be awarded for any single
model. An offer must comply with any regulatory requirements,
guidelines, and/or standards which govern the particular
equipment/accessory/part, and are of commercial practice. Also, the
offers will be solicited on the basis that the offeror must, at a
minimum, provided coverage to the 48 contiguous states and the District
of Columbia. offers will also be accepted additionally for coverage in
Alaska, Hawaii and the Commonwealth of Puerto Rico. (All additional
terms and conditions for Product support options will be contained in
the Open Season Amendment). A new special item number (627-1007) for
new technologies has been added to this schedule. New Technologies is
a new product made available to the commercial or Government market
place. This will be an open-continuous (evergreen) special item number
(SIN). All new interested parties may submit an offer at any time.
There is no implied guarantee that the products offered will be
recognized and accepted as new technology. New Offerors or current
contractors must submit a cover letter, applicable technical brochures
and current pricelist(s). All material submitted will be reviewed for
acceptance by the Government's technical experts. If the offered
item(s) are found acceptable by the Government, "New Offerors will be
issued a copy of the schedule Group 66, Part II, Section J solicitation
along with all applicable amendments. All forms would then be submitted
to the Contracting Officer to be evaluated for a contract. The
transmittal of the Third (3rd) Open Season solicitation will be via
diskette, utilizing word for windows, version 6.0. The solicitation
will be issued on or about September 11, 1997, and the closing date
will be on or about October 16, 1997, 3:30 p.m. eastern standard time.
Late offers will be processed in accordance with FAR 52.215-10 Late
Submissions, Modifications, and Withdrawals of Proposals. Should you

305-6322. When a concern fails to respond to a solicitation, it's name
shall be removed from the mailing list. Concerns that have been
removed from the solicitation mailing list may be reinstated: 1.) Upon
written request; 2). By filing a new application on standard form 129;
or 3.) by the submission of an offer. Debarred or suspended firms shall
not be reinstated during the period of debarment of suspension.
Contractors awarded a contract under this Multiple Award Schedule will
be required to place their pricelists on a menu driven-on line
database system designed to provide customers with access to products
and services under GSA contracts. Contractors will be encouraged to
transmit their File submission electronically through the EDI
Government Facnet System using a value added network (VAN). The
necessary format and information will be provided on diskette to
contractors who are not EDI capable. If you are interested in receiving
