This requirement is an OMB Circular A-76 Cost Study and a contract will not be awarded if government performance is determined to be more advantageous than contractor-provided services. Requirements include but are not limited to: providing all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform Electronic Principles (EP) training at Keesler AFB, MS and Lackland AFB, TX.. Routine services performed include student academic and military training, course development and maintenance, resource management, administrative functions and resource security. The contractor shall ensure courses of instruction meet or exceed accreditation criteria established by the Community College of the Air Force (CCAF) and the accrediting agency. The contractor shall either adopt the lesson plan provided, or develop their own lesson plans in accordance with Air Education and Training Command Instruction (AETCI) 36-2203. Services shall be performed at Lackland AFB, TX and Keesler AFB, MS beginning 1 Oct 98 -- 30 Sep 99 with four one-year option periods. Our intention for this procurement is set-aside for Historically Black Colleges and Universities/Minority Institutions (HBCU/MI).
