coordination, production and follow-up on a video broadcast titled:
TeleFEMP VI -- Implementing Projects. TeleFEMP VI will be the latest in
a series of educational multimedia broadcasts sponsored by The
Department of Energy's Federal Energy Management Program (FEMP), and
will feature an in-depth review of FEMP's technical assistance program.
The program will tie in themes from the You Have the Power campaign,
highlight the Regional Energy Action Team and include a small segment
on funding projects using alternative financing. The target audience is
federal energy managers and Contracting Officers and Specialists. The
contractor will be required to provide all the personnel, facilities,
travel and materials necessary to design and produce TeleFEMP VI,
including: 1) design, coordinate and mail postcards as a general
announcement as well as a follow-up reminder; 2) design, distribute
application forms and coordinate with downlink sites; 3) design and
publish fact sheets and place advertisements in energy trade
publications; 4) coordinate up to 1000 downlink sites using
commercially available satellite video teleconferencing technology; 5)
update and distribute a booklet "How to Host a Downlink;" 6) design
print and distribute the TeleFEMP VI brochure and all follow up
materials; 7) gather required video elements for use in the broadcast;
8) produce the TeleFEMP VI broadcast including coordinating all
panelists, talent and facilities; and 9) follow up with a personalized
thank you note and a VHS copy of the broadcast to each of the
panelists, a thank you note to each downlink site, and provide FEMP
with 1000 VHS copies of the broadcast. The TeleFEMP VI broadcast is
planned for January or February1998. In order to meet this time
schedule, this contract will be awarded by November 15, 1997. Due to
the short time table, only those companies who can demonstrate a firm
understanding of FEMP's programs, including the technical assistance
program, alternative financing, and identification of energy efficiency
opportunities, and is able to provide the required services should
respond to this notice. All requests for the solicitation must be in
