The U.S. Department of Agriculture, Agricultural Research Service,
Midwest Area has a requirement to purchase a HPLC System for the
National Center for Agricultural Utilization Research (NCAUR), Peoria,
IL. This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. Solicitation
No. 10 is being issued as a Request for Quotation. This solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 90-46. The solicitation is full
and open competition. Standard Industrial Classification Code 3826 with
corresponding size standard of 500 employees applied. CLIN 0001 Thermo
Separation Products DEVSYS1-V3.5 SYS1 system includes: P4000-040 pump;
920631001 SCM degasser; AS3000-027 autosampler all options; 920634
UV6000LP PDA; A5300-380 PC1000 with SN4000; A5305-350 PC1000 advanced
options; A4051-010 standard fittings kit, or equal, 1 each; CLIN 0002
Thermo Separation Products A5200-010, IBM G70; 17" color monitor,
pentium processor; 2.5 GB; 32 mb ram, 16x CD-ROM; floppy drive 1.44 MB,
or equal; Clin 0003 Thermo Separation Products A3778-040 SP4510, 2 CH
interface No. Display, or equal, 1 each; the instrument will consist of
the following components and meet the following salient
characteristics: high pressure pump, solvent degasser, programmable
autosampler, photodiode array detector, instrument automatic and
control hardware, and data collection and analysis software. The pump
should support four-solvent delivery (i.e., quaternary gradient
capability) with a flow rate range of 10 microliters/min to 10
milliliters/min). The autosampler should provide a temperature
controlled environment for sample vials and optional control of column
temperature (up to 80 C). The autosampler should permit sample
injectionvolumes over the range of 0.001 to 1.0 milliliters and support
automatic sample dilution. The photodiode array detector should have a
wavelength range of 190 to 800 nm, a spectral resolution of at least
1.5 nanometers, and a noise level less than 0.3 x 10-5 AU/cm and drift
less than 1 x 10-3 AU/hr (based on ASTM procedures E1657-94). The
control hardware should permit unattended operation of the equipment.
The software should allow user control over all operational features,
automated peak integration, and support for post-run spectral analysis.
The pump and Autosampler should have a five (5) year warranty on parts
and a one (1) year warranty on labor and travel, and the Photodiode
array, detector only, should have a one (1) year warranty on parts,
labor and travel.) Delivery to be within 3 months after receipt of
order to USDA-ARS-MWA, 1815 North University Street, Peoria, IL 61604.
The resultant contract will be tax exempt and FOB destination.

Quotations will be evaluated on price and price related factors. Offer
