synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6 as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. This solicitation number N00168-97-Q-25CB is
issued as a request for quotation (RFQ). This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-46. This requirement is unrestricted. The
National Naval Medical Center's Neonatal Intensive Care Unit has a
requirement for two (2) Infant Incubators. The specifications for the
incubators are as follows: CLIN 0001: Two (2) Iris openings; integrated
sensor module; full size contoured mattress; front and rear access
panel; in-bed scale; x-ray tray; feeding tube and external tubing
access; air/skin control, should maintain a consistent air temperature
imperative to the development of premature babies, both manual and
patient control temperatures should be maintained at operator set
values during operation of the incubator in either mode; LCD (Liquid
Crystal Display); variable height stand; servo controlled oxygen
module, oxygen control module with green hose; servo controlled
humidity module 120V; swivel drawer-single deep drawer; swivel
drawer-two organizer drawers. CLIN 0002: Two (2) complete sets of
operator's, maintenance and training manuals. CLIN 0003: Set up and
installation. Equipment should be delivered F.O.B. Destination,
Receiving Dock, Bldg. 54, National Naval Medical Center, Bethesda, MD
20889-5600. FAR 52.212-1 "Instructions to Offerors -- Instructions to
Offerors -- Commercial Items" is incorporated by reference and applies
to this acquisition. FAR 52.212-2 "Evaluation -- Commercial Items"
applies to this acquisition. (a) The Government will award a contract
resulting from this solicitation to the responsible offeror whose offer
conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. The following factors
shall be used to evaluate offers: (I) Price, (II) Technical excellance.
Technical excellance is approximately equal when compared to price. (c)
A written notice of award or acceptance of an offer, mailed or
otherwise furnished to the successful offeror within the time for
acceptance specified in the offer, shall result in a binding contract
without further action by either party. Before the offer's specified
expiration time, the Government may accept an offer (or part of an
offer), whether or not there are negotiations after its receipt, unless
a written notice of withdrawal is received before award. (End of
Provision). Award will be made to the offeror that meets the
solicitation's minimum criteria for technical acceptability at the
lowest price. To be determined technically acceptable, the offeror must
furnish product literature that demostrates the products offered meets
all requirements stated in the above purchase description. Offerors
shall include a complete copy of the provision FAR 52.212-3, "Offeror
Representations and Certifications -- Commercial Items", with its
proposal. FAR 52.212-4 "Contract Terms and Conditions -- Commercial
Items" is incorporated by reference and applies to this acquisition and
resulting contract. FAR 52.212-5 "Contract Terms and Conditions
Required to Implement Statues or Executive Orders -- Commercial Items"
is incorporated in this contract by reference, however for paragraphs
(b) and (c) the following provisions apply to this acquisition : FAR
52.203-6 Alternate I, Restrictions on Subcontractor Sales to the
Government (41 U.S.C 253g and 10 U.S.C. 2402), FAR 52.222-26, Equal
Opportunity (E.O. 11246), FAR 52.222-35, Affirmative Action for Special
Disabled and Vietnam Era Veterans (38 U.S.C. 4212), FAR 52.222-36,
Affirmative Action for Handicapped Workers (29 U.S.C. 793), FAR
52.222-37, Employment Reports on Special Disabled Veterans and Veterans
of the Vietnam Era (38 U.S.C. 4212), FAR 52.225-3, Buy American Act --
Supplies (41 U.S.C. 10). Proposals are due by COB 4:00 PM EST August
25, 1997. Proposals may be faxed to the attention of the Contracting
Officer at (301) 295-0286/5159. Offerors must acquaint themselves with
the new regulations concerning Commercial item acquisitions contained
in FAR Subpart 12 and must ensue that all Representations and
Certifications are executed and returned as called for in this
