labor, materials, equipment, management, and transportation, including
all fuel, power and water, necessary to remove 1 to 11 abandoned
barges located in Houston Texas waterways and dispose of, salvage or
sink as reef or other methods approved by the Contracting Officer. Work
shall be performed by means of a Firm Fixed Price type contract.
Desired completion date is 45 calendar days after notice to proceed.
This work is on a one-time only basis. There are no options. The
Government reserves the right to award partial or all Contract Line
Items (CLINs). Awards will be made from this request for proposals to
the responsible offerors whose offers conform to the solicitation. The
Government reserves the right to make multiple awards. The Government
reserves the right to make award without discussion. This solicitation
is restricted to participation by small business concerns (100%
Set-aside). The Standard Industrial Classification (SIC) Code Number is
4499 and the small business size standard is $5 million dollars. The
solicitation package will be issued on or about August 22, 1997 and may
be obtained by submitting a written request. All requests for
solicitation packages shall reference the solicitation number,
DTCG84-97-R-ML2369, and be submitted to: Maintenance and Logistics
Command Atlantic, 300 East Main Street, Suite 965, Norfolk, VA
23510-9113. All responsible sources may submit an offer which will be
considered by this Agency. A Pre-Bid Conference will be held. The date
and location for the Pre-Bid Conference will be identified in the
solicitation package. This notice is for informational purposes for
Minority, Women-Owned and Disadvantaged Business Enterprises: The
Department of Transportation (DOT), Office of Small and Disadvantaged
Business Utilization (OSDBU) has a program to assist minority,
women-owned and disadvantaged business enterprises to acquire short
term working capital assistance for transportation-related contracts.
Loans are available under the DOT Short Term Lending Program (STLP) at
prime interest rates to provide accounts receivable financing. The
