Concerns having the ability to furnish the services described herein are requested to give written notification (including the telephone number for a point of contact) to the procuring office above with 15 calendar days from the date of this synopsis. The U.S. Geological Survey, Rocky Mountain Mapping Center (RMMC), has an immediate need for a prototype spatial group decision support system to use with the Front Range Infrastructure Resource Project (FRIRP). This prototype system is intended to lay the ground work for an operational group decision support system in future years. The principal objective of this activity is to provide groups of non-technical decision makers with an objective, independent tool for using spatial databases and models interactively to evaluate alternative actions and outcomes leading to sustained access to infrastructure resources. The prototype group decision support system must be implemented using Meeting Works for Windows (version 3.2 or above) by Enterprise Solutions,Inc. (an electronic meeting software package) in concert with Arc View 3.0 (a viewing tool for spatial data created in ArcInfo) on a PC server that is connected via a local area network with a suite of laptop PC's. The intent is for the system to be used by groups of decision makers and FRIRP stakeholders to debate issues, develop objectives, view various spatial scenarios, and hopefully reach consensus. The contractor will work with RMMC technical staff to identify spatial data and model requirements for developing the prototype demonstration. RFQ will be issued on or about 8-22-97 with quotes due 15 days thereafter. See Note:1 (0219)
