database of employers to support the Employer Sanction Programs'
General Administrative Plan selections and the LYNX database of
investigative cases. Currently the subscription to the DBA national
database is being procured through a FEDLINK BOA. Additional services
required include: random selection of a pre-determined number of
employers from a national database, handling monthly field case report
submissions, to include case data entry, editing and error
reconcilliation, maintenance of a national database of case records,
and on-line query of case record database through a local PC-based
interface with local statistical and ad hoc report generation relating
to each office's cases and on-line query to the national database. The
contemplated action will provide necessary services to the INS for a 12
month period. The INS intends to place an order using FEDLINK BOA
unless competition results in a competitive advantage using GSA or the
