quillen_h@crane.navy.mil. The Navy requires a minimum of 40 and a
maximum of 330 copies of Imagery Communications Software (ICS) which
will provide the capability to receive, compress, annotate, manipulate,
print, store and transmit imagery data in near-real-time. The
Out-Station ICS shall be capable of image acquisition from TWAIN
compliant Digital Cameras such as the Kodak DCS 3 Digital Camera. The
TWAIN interface shall be capable of utilizing both SCSI and PCMCIA
interfaces for image acquisition. The ICS features shall include
compression/decompression, zoom, image rotation, annotation and
cropping. The annotation shall be non-destructive and at minimum
consist of time, date, location (Lat/Long or UTM) and 20 characters of
text. The software shall provide for "Function keys" for all primary
functions such as image acquisition, saving, compression, transmission
and exit/shutdown. The compression of the image shall consist of
selectable ratios to shorten the transmission time or provide some
other means for equivalent image transmission time reduction. The image
compression shall be a minimum of 1:400. The software shall be capable
of transmitting the compressed image utilizing the internal
synchronous communications board of Litton Data Systems Handheld
Terminal Unit over MIL-STD-188 compliant tactical communication
equipment. The communications equipment shall include but not limited
to AN/PRC-104, AN/PRC-119, AN/PRC-117, KY-99 and KY-57. The software
shall provide transmission control of dissemination and receipt of
images over single channel radio at maximum burst rate of 5 seconds and
total transmission time not to exceed 5 minutes. The software shall be
capable of error correction and retransmission schemes in a event of
an error. The Base Station ICS shall be cable of receiving the image
from the Out Station beyond the line of sight via MIL-STD-188 compliant
tactical communication. It shall provide the control and the input and
output interfaces needed to transmit and receive images (as required)
over the communications equipment. It shall be capable of
manipulating, compressing/decompressing, archiving and printing the
imagery transmitted from the Out Station. The software shall be capable
of manipulating images with features such as cropping, rotate, negative
inverse, zoom, grayscale, mensuration, sharpen, filter, brightness,
contrast, etc. It shall be capable of annotating images with time, day,
date, location (Lat/Long or UTM) and text. The software shall also be
capable of image compression/decompression and error correction. The
software shall be capable of accepting, formatting, transmitting and
receiving images in MIL-STD-2500 National Imagery Transmission Format
(NITF) 2.0. The Base Station ICS must also have NITF 2.0 certification.
A product sample will be required with each offer to determine
compliance with the technical specifications. Delivery will be required
F.o.B. Crane within 60 days of Delivery Order issuance. See Notes 12
and 26. All responsible offerors may submit an offer which shall be
