The Department of Defense, via the Common Airborne Instrumentation System (CAIS)Joint Program Office (JPO), has a requirement for commercial airborne flight test data acquisition systems and associated hardware and software. This requirement will transition the Government developed data acquisition systems to the commercial market. This solicitation will encompass all CAIS units under previous definitions of core, compliant and compatible. Items in this contract must function in accordance with the CAIS bus interface standard (A00.00-C001A). A copy of this standard can be obtained from the CAIS JPO web site, http://www.nawcad.navy.mil/cais and will soon be available through the Defense Technology Information Center (DTIC). The goal of this acquisition is to acquire all data acquisition needs for DoD. The items in this contract must be operable in various flight and ground environments, including fighters, bombers, and helicopters. The Government intends to award, in accordance with the Federal Acquisition Regulation (FAR) Part 12 -- Acquisition of Commercial Items, an Indefinite Delivery Indefinite Quantity (IDIQ) type contract, with no minimum guarantees. Multiple awards will also be considered with one base year and four option periods. Estimated quantities will be stated in the solicitation. The maximum delivery schedule is 18 months, however, proposed accelerated delivery schedules will be used in evaluation of offeror's proposals. Delivery of these items may include destinations such as NAWCAD Patuxent River, MD, NAWCAD China Lake, CA, NAWCAD Pt. Mugu, CA, AFFTC Edwards AFB, CA, AFDTC Eglin AFB, FL, Yuma Proving Ground, AZ, Fort Rucker, AL, and Fort Eustis, VA.
