basic contract, the Government intends to procure system engineering
integration for AN/GSC-52 Satellite Terminals, development of
installation kits, and First Article Testing of the first three (3)
AN/GSC-52 terminals, which will consist of one vanized kit and two
fixed kits. (Installation will be under the T&M option, subject to
availability of funding). The basic contract will require one
transportable restoral terminal which will be temporarily configured at
the sites to permit modification of the terminals and it will require
First Article Testing. The overall objective of this procurement is to
extend the life of the Tri-Service Terminals for 15 to 20 years. Other
program objectives include improved performance, enhanced control and
monitoring, reduction of life cycle costs, increased availability and
increased commonality with the Defense Satellite Communications System
(DSCS) strategic terminals. The modernization encompasses equipment
from the antenna interface to the communications and control subsystem
interfaces. The following functional areas will be upgraded:
transmitter assembly and control, monitor and alarm subsystem (CMA).
The Government will furnish the converters, HPA's, cesium's and the
on-site antennas. The contractor will furnish the CMA's and LNA's. The
Elevated Equipment Rooms (EER) are to be replaced by the contractor.
The First Article Units will be required thirty-seven (37) months ADAD.
There will be nine option years which will include up to 36 additional
kits and their installations. Options include restoral terminals,
restoral spares, converter expansion cabling kits, control monitor and
alarm kits for the AN/GSC-78 and AN/GSC-39, various spares, repair
kits, special tooling, IKP, NET, ETI and Factory training classes,
technical services for depot and on-site support, PDSS and various data
items. Option quantities are structured for maximum flexibility for the
Government within budget constraints in order to accomplish the
modernization of a total of 39 sites.The contract will be a firm fixed
priced type with the exception of installations, technical services
(to include depot and on-site support), PDSS (including transition) and
antenna refurbishment which will be done under Time and Materials
contracting. Deliveries of kits, under the options, will be eighteen
months after date of award and continue at the rate of one per month
until completion. This contract will be based on the best value to the
Government to be determined under source selection procedures. The
