COMMERCE BUSINESS DAILY ISSUE OF AUGUST 8,1997 PSA#1905Commander, Naval Air Systems Command (Code 2.3), Patuxent Naval Air
Station, Bldg 2272, Lexington Park, MD 20670 26 -- FMS AH-1W PILOT FLIGHT SIMULATORS/WEAPON SYSTEM TRAINERS POC
Mike Crawford, Phone (301) 757-5237 E-MAIL:
crawfordmt.jfk@navair.navy.mil, crawfordmt.jfk@navair.navy.mil. The
Naval Air Systems Command plans to award a firm-fixed price contract
for two AH-1W Flight Simulators during calendar year 1998 for a Foreign
Military Sales (FMS) Customer. These simulators, will provide aircrew
training for an FMS Customer's AH-1W helicopters. The AH-1W is a
multi-mission, tandem seat, attack helicopter capable of land or sea
operations. The AH-1W's mission is to provide close in fire support and
fire suport control under day, night, and adverse weather conditions.
Additional mission tasks include: armed escort for assault transport
helicopter, point target/anti-armor, anti-helicopter, point and limited
area air defense fixed wing threat, shore defense, and armed/visual
reconnaissance operations. Its weapons systems include rockets, a
turretted 20mm gun, and Hellfire, TOW, and Sidewinder missle systems.
The FMS customer's configuration includes the Night Targeting System
(NTS) and Stores Control System (SCS). This AH-1W Flight Simulator will
facilitate the training in such complex missions such as Terrain Flight
(TERF) and TERF Navigation, Night Vision Goggles (NVG), Air-to-Ground
ordnance delivery, Air Combat Maneuver (ACM), Electronic Warfare (EW),
Emergency Procedures, and basic familiarization training. Presently,
no means exist, except an aircraft, to facilitate these types of
training for the FMS customer. The flight simulator and visual imaging
system must be capable of duplicating all aircraft operations and,
therefore must meet the criteria associated with the term Weapon
Systems Trainer. The Naval Air Warfare Center (NAWC), Manned Flight
Simulator (MFS) Division at Patuxent River, Maryland developed the
AH-1W Aircrew Procedures Trainer Device 2F170 for the U.S. Marine Corps
(USMC). In the process of developing this pilot training device, three
prototypes were built. Information from the AH-1W 2F170 prototype
program will be used to produce these FMS customer's AH-1W Flight
Simulators. A DRAFT Specification and Statement of Work for these
non-motion based devices is available for comments at this time.
Tentatively, the Gov't plans to release a Draft RFP in October or
November 1997 and a formal RFP in January/February of 1998. All firms
interested in receiving a copy of the Draft request for Proposal should
submit written requests to Commander, Naval Air Systems Command,
Attention AIR-2.3.1.2.2, Bldg 2272 Suite 155, 47123 Buse Road, Unit
#IPT, Patuxent River, MD 20670-1547. TELEPHONE REQUESTS WILL NOT BE
HONORED. The point of contact is Mike Crawford, AIR-2.3.1.2.2. Any
