Stimulator Area with raised floors, new electrical service, and new
HVAC equipment in the Computer Aided Operational Research Facility
(CAORF), Samuels Hall at the USMMA. Demolition of certain areas and the
relocation of existing heating system and piping, and installation of
new air conditioning and heating units shall be required. Electric
distribution wiring, including associated power and controls, and the
power wiring of government furnished equipment, shall also be required.
All work shall be completed 120 days after authorization to proceed.
The estimated cost of construction is between $250,000 and $500,000. A
site visit is tentatively scheduled for 10:00 AM Eastern Daylight Time
(EDT) on 4 September 1997 at the Academy's Safety Training Center, Room
N308, Furuseth Hall. The bid opening is tentatively scheduled for 18
September 1997. The applicable SIC code is 1542. The industry small
business size standard ($17.0 Million) is applicable to this contract.A
limited number of solicitation packages will be available and issued on
a first come first served basis. Only one set of plans and specs. will
be provided to each requester at no charge. All requests shall be made
in writing and include telephone number with area code, complete
mailing address with zip code and solicitation number
(DTMA95-97-B-00005) and title. Telephone requests will not be honored.

This Notice is for information purposes for Minority, Women-Owned and
Disadvantaged Business Enterprises: The Department of Transportation
(DOT), office of Small and Disadvantaged Business Utilization (OSDBU),
has a program to assist minority, women-owned and disadvantaged
business enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. This is applicable to
any eligible prime or subcontractor at any tier. The DOT bonding and
payment bonds up to $1.0 million per contract. The DOT provides an 80%
guaranty on the bond amount to a surety against losses. Loans are also
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
