Service (INS)intends to acquire sole source from Database America, Inc.
(DBA) the Employer's Sanctions Case Information System (LYNX). LYNX is
an automated system used to maintain records of investigations and
generates reports using both manual and automated systems. The LYNX
database is an integrated and comprehensive employer sanctions case
information system containing case or incident-specific information
submitted by local INS offices from August 1989 to the present via the
Employer Case Activity Report. It is a national database of case
records that provides both standards and ad hoc reports. The LYNX
system is the primary management tool used to support the work site
enforcement function. INS intends to acquire LYNX software and rights
in order to develop a generic INS standard data base protocol for use
by service vendors supporting INS work site enforcement data base
activities, assuring competition among vendors from year to year and
