The Defense Supply Service-Washington intends to negotiate a sole source purchase order with Institutional Reform and the Informal Sector (IRIS), University of Maryland at College Park, 2105 Morrill Hall, College Park, MD 20742. The purchase order is for a series of seminars to help the Office of the Secretary of Defense Net Assessment to understand the social and economic bases of military development, with particular emphasis on China and other East Asian states. The program designed by IRIS, includes a series of commissioned analytical papers, a series of three conferences, and a final synthesis report, and will involve a diverse body of experts from several relevant fields, including economics, sociology, political and military science and history, in addition to military science. The period of performance will be twelve months.
