Kelly, Contracting Officer at (210) 536-6391 or (210) 536-3404 The Active Duty Air Force (ADAF) Behavioral Risk Factor Surveillance Pilot Project of 1995 provided results of a survey on the prevalance of behavioral risk factors among ADAF members. This study, conducted during the months of July through September, 1995, was the first USAF-wide survey to provide such data at the major command level. Results demonstrated the Air Force as meeting or even exceeding most of the national Healthy People 2000 goals, including criteria set for the over weight by body mass index, safety belt usage, mammogram and breast exams, and PAP smears. Findings from the 1995 study have had clear implications for the prevention community. Specific, measurable, verifiable targets can be set using the data. Prevalance of risk factors and preventive health measures could be assessed at the major command level, compared across commands, and USAF findings were compared with data from the general US population. However, the full benefits of the Behavioral Risk Factor Survey (BRFS) initiated in 1995 will not be realized unless identified behavioral risk factors in the active duty USAF population are measured continuously, as a result of a true surveillance system, so that changes can be measured, and interventions can be designed to combat emerging trends associated with unhealthy behaviors. The proposed 1997 ADAF BRFS in intended to continue an active surveillance system, similar to the periodic surveys conducted by the Centers of Disease Control and Prevention (CDC) and coordinated through all fifty United States. The Surgeon General's office has requested this sequential survey as the inauguration of a full-fledged Acive Duty Air Force BRFS System (BRFSS), implemented through the USAF Aerospace Epidemiologic Services (AOES), to: 1) provide Air Force preventice medicine and public health policy makers with data for use in targeting subpopulations, assessing the effectiveness of USAF-wide health promotion efforts and tracking progress towards Healthy People 2000 objectives; and 2) develop the appropriate surveillance infrastructure to administer the BRFSS on an annual basis. Conseuently, the acquisition deliverable iwll be the computer-assisted telephone interview (CATI) survey performed by the selected contractor, and resulting in a report that describes the behaviors and health characteristics of the ADAF personnel. The report will provide review and analysis methods as well as the results of the current literature review and comparison to analysis of the 1995 ADAF BRFS and the 1997 CDC civilian BRFS data. More specifically, the requirement entails: 1) Development of a standardized set of questions as a interviewing instrument for the survey. The questions are closely associated with the core group utilized by the 1997 CDC BRFS, compatible with the 1995 ADAF BRFS and consistant with the healty promition interests of the USAF; 2) Collection of complete behavioral risk factor data by the computer-assisted telephone interviewing (CATI) of no less that 2000 ADAF personnel. ADAF members participating inthe survey will be selected by random sampling of over 3500 potential interviewees provided through the AFPC database; 3) Processing and analysis of data acquired through the survey. The contractor will analyze the data using appropriate statistical tools to calculate standard errors and prevalence estimates for weighted survey data; 4) Reporting of descriptive and analytical summaries for the survey data. The report will include observations and problems identified by the contractor as to collection phase logistics and suggestions for improvement of the BRFS and ; and 5) Delivery of a datasey representing the CATI interview elements as well as an aggregate data summary without personnel identifying factors to AOES. The data will serve as a cumulative repository of ADAF BRFS information for comparison with future surveys. See Note "22." (0216)
