NOAA/Science Center intends to negotiate on a sole source basis with
Quadrant Engineering, Inc. for the utilization of NOAA's Scanning Low
Frequency Microwave Radiometer (SLFMR). This work supports NOAA's
responsibilities in the NOAA/ NASA/DOD National Polar-Orbiting
Environmental Satellite System Program. The SLFMR was designed and
built by Quadrant Engineering, Inc. and is one of a a kind instrument.
A detailed knowledge of its engineering specifications is required in
the SLFMR maintenance, calibration and operation. Theoretical items:
(1) Identify parameters which significantly affect 1-band passive
microwave measurements in the derivation of sea surface salinity
measurements, (2) Find mathematical models which describe the effect
that changes in these parameters have upon measured radiometric
brightness temperature, (3) Describe these mathematical models using
computer code, (4) Develop a salinity retrieval algorithm and (5)
Perform simulations to determine how uncertainities in both the
measured brightness temperature and in the estimates of other
significant parameters will affect the sea surface. Experimental items:
(1) Prepare SLFMR (L-band salinity mapper) for field experiments which
include routine maintenance, system upgrades, and limited repairs if
necessary. SLFMR upgrades may include: a. Airfoil repair, b. Interface
SLFMR data acquisition to sensors for aircraft pitch and role, c. Data
acquisition software changes, d. Data processing software changes and,
e. Improving SLFMR thermal control. (2) Partifipcate in field experi-
ments utilizing aircraft and shipboard measurements to meet task
objectives. These include: a. Experiment planning, b. Arrange and pay
for for SLFMR shipping and purchase of shipping insurance, c. Assist
with operation of the SLFMR during experiments. Other offerors that
have the ability to provide this type of service are invited to submit
information as to their capa- bilities and any other pertinent data to
the address above, to be received no later than 15 days after the date
of this notice. No solicitation document exists; therefore a request
for such document will not be considered. Award will be made under
