Southwest Division, Naval Facilities Engineering Command intends to
award on sole source basis to evaluate the effects of noise on
passerine species including the California gnatcatcher on the
realignment of Naval Air Station Miramar to Marine Corps Air Station
Miramar with Hubbs Seaworld Research Institute (HSWRI). The statutory
authority permitting Other Than Full and Open Competition is 10
U.S.C.2304(c)(1), as implemented by FAR 6.302-1, only one responsible
source and no other supplies or services will satisfy the agency
requirements. The scope of this acquisition requires specialized
facilities, equipment and persons with extensive knowledge and
expertise in recording sound, measuring sound levels, analyzing the
effects of noise on biological organisms and interpreting the
biological responses of various passerine species. It is the
governments belief that these requirements can only be met by HSWRI,
therefore, no other bids or proposals will be accepted. The contract
