Information Technology Contracting Organization (DITCO), Computer
Technology Division, Procurement Branch (DTS41) intends to issue a
contract to for the acquisition of services for the following for the
Megacenter St. Louis: vault storage for 3480 cartridge tapes and 8mm
cartridges To comply with regulatory guidance, the back-up tapes must
be stored at an alternate location. Tapes must be accessible at any
time to the DMC-S in case system recovery is needed; currently
requirement to house per month approximately 20,000 3840 cartridge
tapes and 50 8mm cartridges with potential growth to 30,000 3480
cartridge tapes and 200 8mm cartridges; accessibility to off-site
storage facility is required seven days/week, 24 hours/day; off-site
storage facilities and delivery and pickup of tapes to the DMC-S are
necessary to meet this objective; the contractor shall provide daily
control and rotation services for between 50 to 250,000 cartridges; the
contractor shall retrieve and transport cartridges between the
contractor's off-site vault and the DMC-S, making a single trip each
day; the contractor shall provide shelving units(cases) to transport
media and daily storage space for these transport cases; the contractor
shall provide up to 720 square feet vault shelf storage space for
3480/8mm cartridge tape media cases not rotated on a regular basis;
contractor shall provide for rotation of these media cases as directed
by the Government; the vault walls, ceiling and floor shall be
constructed of at least 12 inches of steel reinforced concrete; inside
vault temperature shall be maintained between 68 and 72 degrees;
humidity of inside vault shall be maintained between 38% and 50%; vault
shall be equipped with an air filtration and fire suppression
system(s), which shall provide for a dust controlled and sealed room;
storage facility shall be professionally guarded and protected with
security intrusion alarms; facilities shall be equipped with back-up
power source and emergency lighting; storage facilities shall be
accessible for disaster recovery of data stored on cartridge tapes 24
hours/day, 365 days a year; facilities shall be accessible once monthly
free of charge for a 30-minute inspection with a one-half hour advance
notice; any inspection made necessary to verify correction of
deficiency identified shall also be at no cost to the Government;
contractor shall perform daily pickup, return and vaulting of cartridge
tapes and all required storage slots in a storage vault, personnel,
media cases for transport, vehicles and transportation between the
storage facility and the DMA-S, Mon-Fri between the hours of 11:00 a.m.
and 1:00 p.m.; courier services shall be accomplished in temperature
controlled vehicles, within an environmental temperature maintained
between 68 and 72 degrees for cartridge tapes transportation; emergency
delivery service shall be made available and deliveries made within two
hours; priority delivery service shall be made within one hour during
normal working hours, which are Mon-Fri, 8:00 a.m. to 5:00 p.m.; all
contractor employees shall be bonded and fully insured. Period of
performance 01 Oct 97 -- 30 Sep 98. Companies who can provide the above
listed services must indicate their interest within 15 days of this
announcement. Any party interested in receiving a copy of the
solicitation shall provide written notice to the Contracting Office.
Datafax requests to 618-256-9592 are acceptable. No contract award will
be made on the basis of quotations/proposals received in response to
this notice, since this synopsis cannot be considered a Request for
Quotations/Proposals. The resultant contract will be firm, fixed price.
All responses from responsible sources will be considered for
evaluating the award of the contract. Oral communications are not
