407-380-8385 THIS IS AN amendment 0002 to the COMBINED SYNOPSIS/
SOLICITATION dated 08 July 1997 FOR COMMERCIAL ITEMS PREPARED IN
ACCORDANCE WITH THE FORMAT IN SUBPART 12.6 OF THE FEDERAL ACQUISITION
REGULATION (FAR), SOLICITATION NUMBER N61339-97-R-0034 ISSUED AS A
REQUEST FOR PROPOSALS (RFP). Answers to questions asked a result of the
synopsis/solicitation are as follows: Question 1a: The solicitation
states that the "Offerors will be evaluated on technical approach,
price, past performance, reliability/maintainability, and warranty." Is
there an order of importance or evaluation score applied to each of
these categories? Answer: YES. Question 1b: What is the relative
importance of past performance and technical vs cost? Answer: Technical
approach, past performance, and price are equally important. Warranty
and reliability/maintainability are of equal importance but are less
important than the technical, price and past performance factors.
Question 2a: Will the "support contractor" for the ILS referred to
under #4 be a 3rd party? Answer: YES. Question 2b: If so, is this
Contractor responsible for development/revision of support
documentation other than fabrication and assembly drawings, wiring
diagrams and installation instruction? The government's support
contractor is not responsible for developing any data for the
modification. In our original draft we stated: "Any hardware changes or
deviation as will as any special maintenance or safety related issues
shall be identified, documented, and provided to the NAWCTSD ILSM, and,
Modifications of existing documentation to be done via redline changes
for government correction". Government correction will be affected by
our support contractor. Question 3a: What is the driving force behind
designing, fabrication, installing and testing all kits no later than
6 months after contract award? Answer: Fleet Requirement. There is no
requirement for design. Question 3b: Is it possible to lengthen the
schedule if it would be more cost effective? Answer: No. Question 4:
According to the kit configurations specificied in the CLINs, device
9D5A at NAS Pensacola does not receive the seat pedestal modification.
How will the prototype seat pedestal be validated by the government?
Answer: There is no such thing as a seat pedestal modification. There
is a seat pedestal fabrication and a seat swivel modification. The seat
pedestal fabrication will be done for Miramar and will be tested at
Miramar. The seat swivel modification will be done for Pensacola as
well as others. and will be tested at Pensacola. Contractor presence
for subsequent tests not required. Question #5: Will contractor be
responsible for all installing all of the kits or just the intial
prototype kit at NAS Pensacola? Answer: Pensacola only. Contractor
presence for subsequent installations is not required. The other site
installs will be completed by the Government. Question #6: Is device
9D5 technical data available for review? Answer: Yes. Question 7 and 8:
Are all 9D5A devices identical? Are all 9D5B devices identical? Answer
to Questions 7 and 8: Yes, for the purposes of this modification, the
A versions could be assumed to be identical and the B versions could
be assumed to be identical. Question 9: Please specify the design
objectives for the seat pedestals mentioned in Statement of Of
objectives (SOO) paragragh 1d: Answer: There will be no new objectives.
The seat pedestals will be of the same design as NAS Lemoore. Question
10: Paragraph 2c of the SOO states: "Seats (both sites) and support
pedestals (Lemoore only) will be provided." Are the seats provided by
the Government as Government-Furnished Equipment? Answer: Yes. The
contractor needs only to provide the seat pedestals for Miramar. The
government will install. Question 11: Are only release mechanicisms
required (SOO paragraph 1f) or is the intent to include a facsimile of
doors and windows? Answer: Yes, only the release mechanisms are
required. No, Intent is not to add doors and windows. RESPONSES TO THIS
RFP MUST BE RECEIVED BY 07 August 1997 AT 4:00 P.M. EASTERN STANDARD
TIME AT THE NAVAL AIR WARFARE CENTER, 12350 RESEARCH PARKWAY, ORLANDO,

THIS SYNOPSIS/SOLICITATION. SIC CODE IS 3699 (750 employees). THIS WILL
