208-387-5574 The National Interagency Fire Center (NIFC) is a
multiple-agency organization located on a 55-acre complex in Boise,
Idaho with approximately eighteen buildings and eight automatic locking
gates on-site. These structures contain approximately 563 locking
mechanisms. Different types of locks and locking hardware have been
installed on the doors and gates. The Government is rekeying all of
these mechanisms so the entire complex will be under one master keyed
system. The Contractor shall furnish the software, supplies, and tools
necessary to perform this rekeying task. The rekeying work shall be
performed by the Government. A firm fixed-price requirements contract
is anticipated for this requirement. Any additional quantities for
items required by NIFC shall be placed against this contract during the
twelve months following award. The following items and optional item
are included in this requirement: computerized software database -- 1
EA; schematic -- 1 EA; lock cores -- 563 EA; pins -- 13,512 EA; springs
-- 3,378 EA; caps -- 3,378 EA; keys -- 1,000 EA; cylindrical levers --
100 EA; mortise lock sets -- 24 EA; panic exist hardware -- 19 EA for
glass doors and 49 EA for mortise locks; service equipment -- 1 KT;
and an optional item of an additional schematic -- 1 EA. All lock and
key components furnished by the Contractor shall be compatible and
fully functional with one another. The database shall be capable of
tracking all identifiers of the lock and key components furnished. The
components shall be adaptable to existing NIFC locking hardware. The
Contractor-furnished cores shall be interchangeable with and fit in
place of the existing NIFC lock cores in all lock cylinders and door
opening mechanisms. All existing units will have cores replaced.
Existing locking mechanisms that do not have interchangeable cores will
be replaced with new locking mechanisms and interchangeable cores. All
cores shall be operated by one grand master key. The new cores shall
be figure-8 shaped to fit as replacements for the existing system of
Best and Falcon cores. All deliveries shall be made F.O.B. Destination
to the following address: National Interagency Fire Center, Bureau of
Land Management, 3833 South Development Avenue, Boise, ID 83705-5354.
Within thirty calendar days of award, the software, schematic, service
equipment, and 10% of contract line items 0002 through 0011 shall be
delivered. The balance of these line items shall be delivered within
120 calendar days of award. Any additional requirements ordered shall
be delivered within thirty calendar days of the Contractor's receipt of
each order. Standard commercial packaging shall be used for all line
items. This acquisition is for commercial items and is set-aside for
small business concerns. The standard industrial classification code is
SIC 3429, Hardware N.E.C., and the small business size standard is 500
employees. This is a request for quotation (RFQ). Quotations may be

September 17, 1997. All responsible sources may submit a quotation
