10 -- GUNLOCKS SOL MBSN-97-023 DUE 080897 POC Joanne Rekas, (202)307-9374 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only Request For Quotations (RFQ); quotes are being requested and a written RFQ will not be issued. Solicitation #MBSN-97-023. This solicitation document and incorporated provisions and clauses are those in effect through FAC 90-46. This is a small business set-aside under SIC 3429, Hardware, N.E.C. The small business size is 500 employees. There is one (1) line item, single model firearm locking device (including two (2) keys each) that can be used with the firearms listed below, quantity 10,439. Description: Single model firearm locking device that can be used with the following firearms: shotguns, revolvers, pistols, semi-automatic rifles, bolt-action rifles, and sub-machine guns. Bid must be accompanied by one (1) bid sample for each solution offered, sample instructions and locking device specifications. When properly used the locking device will render a firearm safe and unable to function. One (1) key must be able to unlock any and all of the 10,439 gunlocks that the U.S. Marshals Service intends to order under the award of this procurement. The quoted price for each gun unit and all 10,439 gunlock units will be all inclusive of charges to the U.S. Marshals Service. Bid samples provided will not be returned and will be used for testing purposes. All offers must include bid samples, sample instructions and gunlock specifications. Date of delivery is 30 calendar days from issuance of a purchase order. Place of delivery and acceptance is each U.S. Marshals Service office throughout the continental United States including Alaska, Guam, Hawaii, Puerto Rico, and the Virgin Islands, F.O.B. Destination. Contractor will be responsible for all shipping, handling and insurance of procured gunlocks. Solicitation provision at FAR 52.212-1, Instructions to Offerors-Commercial Items (Oct 1995)is hereby incorporated by reference. Award will be made to a responsible party that best meets the Government's requirements after review of technical solution, practical application of the proposed solution with the U.S. Marshals Service environment and price. Quotes submitted without bid samples, instructions on the use of the bid samples, gunlock specifications or prices will not be considered for award. Quotes that do not meet the Government's requirements or conditions or that otherwise take exception to Government requirements, terms or conditions will not be considered. Offerors are reminded to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. Clause 52.212-4, Contract Terms and Conditions -- Commercial Items (Oct 1995), is hereby incorporated by reference. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, is hereby incorporated by reference.The following paragraphs apply to this solicitation and any resultant contract (b)(6) 52.222-26, (b)(7) 52.222-35, (b)(10) 52.225-3.
