USAID/Philippines intends to modify contract #492-0456-c-00-5135 with
Louis Berger International, Inc (LBII) of 100 Halsted Street, East
Orange, New Jersey, 070019 to incorporate additional tasks described
herein. Background:on September 2, 1996, the government of the
Philippines and the Moro National Liberation Front (MNLF) signed a
peace agreement ending a 25 year-old conflict in Mindanao. The peace
agreement made possible the establishment of the Southern Philippines
Council for Peace and Development (SPCPD), and the special Zone of
Peace and Development (ZOPAD). The SPCPD has enunciated a vision of the
zopad as a vibrant area of economic growth, social cohesion and
sustainable development, in which Southern Philippines propels the
Philippine economy. Unfortunately, the SPCPD lacks the administrative
capacity and resources to improve the well-being of the ex-combatants
and muslims in general. After ten months, many of the MNLF
ex-combatants are beginning to believe that they were duped into the
peace accord, a situation that is so volatile that the U.S. Ambassador
recently declared that the muslim areas of Mindanao are facing a
complex disaster. The contract with LBII will be modified to
incorporate (1)the administrative and logistical support to provide an
emergency livelihood program targeted at former combatants, followed
by (2)a major effort of the on-going growth with equity in Mindanao
(GEM) project (under which the LBII contract was awarded) targeted at
substantially and permanently improving the well-being of the muslim
communities in Mindanao. The GEM activities are an expansion of current
activities. The estimated budget to carry out the additional activities
is approximately $9.23 Million. Faxed response of interest should be

request for competitive proposals and no solicitation will be issued.
