Medicine (NLM) intends to negotiate on a sole source basis with
American Society of Health-System Pharmacists (ASHP), Bethesda,
Maryland, for a continuation of a License Agreement and reimbursement
of royalty charges covering the use of data from their International
Pharmaceutical Abstracts database in its online information retrieval
services, TOXLINE and TOXLINE65. ASHP is the sole owner of the
copyrighted database. It also has the requisite knowledge and
experience to continue delivering the needed information from already
existent databases. Data from the Contractor for 1965 through the
present is already in the TOXLINE files, and NLM would experience an
unacceptable delay and substantial duplication of costs should another
source be used to reproduce the data collection already in place at
ASHP. The proposed contract term is for one year, with options to
extend the term for two additional one-year periods. Authority 41 USC
