(RAC III) FOR DOD SITES IN SOUTHERN CALIFORNIA AND ARIZONA, WITH THE
POSSIBILITY OF SITES IN NORTHERN CALIFORNIA, NEW MEXICO, NEVADA,
WASHINGTON, OREGON, ALASKA, MONTANA, IDAHO AND UTAH SOL

(619) 532-2992/1852 The resulting contract will be one award to provide
remediation of any media contaminated by solvents, petroleum, oils, and
lubricants (POL), metals, acids, bases, reactives, polychlorinated
biphenyls (PCB), and pesticides. Along with these more commonly
encountered contaminates, a relatively small number of sites may
require remediation of radiological or ordnance waste. These
contaminants may be present in soils, sediments, groundwater, air,
sludge, surface water, or man-made structures. The contaminated sites
may be landfills, hazardous waste treatment storage and disposal
facilities, tanks, lagoons, fire fighting training areas, or other DOD
facilities in Southern California and Arizona. Offerors will be
evaluated on their ability to perform work in Southern California and
Arizona. The contract will be a Cost Plus Award Fee (CPAF), Indefinite
Delivery/Indefinite Quantity (ID/IQ) type contract, with a ceiling of
$250 million over a 5-year period. The contract term will be a base
term of one year andfour one year options. The initial award will be
for the base year, only. Interested firms will be required to submit
separate Technical and Cost proposals. Formal source selection
procedures will be used. The evaluation areas are Technical, Past
Performance, and Cost. For this acquisition, the Technical Area and the
Past Performance Area will be given equal weight. Technical factors, as
a whole, are more important than cost, and Past Performance is more
important than Cost; however, Cost is more important than any single
Technical factor. Technical proposals will be evaluated on the
following four factors, which are approximately equal in importance: 1)
Corporate Experience, 2) Technical Understanding/Project Application,
3) Management, and 4) Personnel Resources. This project is
unrestricted. The Standard Industrial Code is 8744, and the size
standard is 500 employees. NOTE: The Request for Proposals (RFPs) will
be issued over the Internet at address http://ebsswd.wes.army.mil. An
RFP holders list will be created by registration and be available at
that Internet website address. The RFP will be available on the
Internet on or about 11 August 1997. A Pre-Proposal Conference will be
held on or about 21 August 1997. Details in RFP. NOTE: CD-ROM RFPs and
RFP holders lists may be acquired in person from Plan Issue or by mail
after 11 August. Requests to have a CD-ROM RFP and an RFP holders list
mailed to you must be in writing, stating solicitation number
N68711-97-R-8818, complete name, address, area code and phone number
and whether proposing as a prime or subcontractor. RFP holders lists
will not be faxed but will be available at the Internet website address

of payment that will be accepted for the CD-ROM RFPs are VISA,

CD-ROM RFPs are limited to two (2) per prime and (1) per subcontractor.
