Technology Transfer Division of the Air Force Center for Environmental
Excellence (AFCEE) is interested in receiving information (technical
and cost) on the spill response equipment/materials described below.
The information will be used during an independent evaluation of this
type of equipment/material. This CBD announcement is a request for
information only and will not result in the award of a contract.
However, results of the evaluation may impact future equipment/material
purchases. Information submitted in response to the Request for
Information should be sent to and received by EARTH TECH, 1461 E.
Cooley Drive, Suite 100, Colton, California 92324, Attention: Greg
Maynor, no later than 30 days from the announcement date in order to be
considered during the evaluation process. Information submitted after
30 days will not be considered for evaluation. B -- Requirements: (1)
Technical description: The purpose of this effort is to collect
information on state-of-the-art equipment/materials used in the control
and clean-up of hazardous material spills. An independent evaluation
will be performed in order to identify equipment/materials that, if
used, will result in cost and time savings when compared to existing
methods, as well as protect human health and the environment, and
facilitate environmental compliance. Cost evaluation will include
equipment/material purchase, utilization, and disposal costs. (2)
Information Requested: The information data sets submitted shall
include the following: manufacturer=C6s name and/or vendor=C6s name,
address, point of contact, telephone and facsimile number, e-mail
address, intended use of the equipment/material, specific type of
material that the equipment/material is effective in
controlling/cleaning up, range of spilled-material quantity the
equipment/material is effective in controlling/cleaning up, costs
(purchase, utilization, and disposal costs), potential for spilled
material to be recovered/recycled following cleanup, training
requirements, estimated time required to control/cleanup a spill of a
given size, potential hazards involved with using the
equipment/material, potential material reactions, any storage
requirements and/or shelf-life limitations, and independent evaluation
documentation of the equipment/material effectiveness. If an
above-mentioned item is not applicable, indicate so in the information
package. If the equipment/material has not been independently
evaluated, provide any available evaluation documentation. Incomplete
information data sets will not be evaluated. C -- Evaluation Criteria:
The information received will be screened to determine applicability
to typical Air Force spill scenarios. The information will then be
further screened based upon economic and technical feasibility. Only
equipment/material information that is both applicable to typical Air
Force spill scenarios and economically/technically feasible will be
evaluated. The information will be evaluated based upon cost,
effectiveness, ease of use, risk to emergency responders, regulatory
