USDA, ARS, RRC intends to solicit and negotiate with only one source, Instron Corporation to provide 5500 series upgrade for an Instron Model 1120 instrument. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number RFQ-021-4384-97 is issued as a request for quotations and incorporates provisions and clauses that are in effect through FAC 90-46. Delivery is required with 8 weeks ARO. Delivery is FOB destination to USDA, ARS, Athens, GA. Any interested/qualified sources who can provide the item above must respond by August 15, 1997. Quotations shoud be addressed to USDA, ARS, Area Procurement Office, 950 College Station Rd, Athens, GA 30605 ATTN: Elaine Wood. Descriptive literature showing that the quoted item meets thespecifications included herein must accompany the quotation. The government will award a contract resulting from this quotation to the responsive/responsible offeror whose offer conforms to the solicitation and is most price advantageous to the government. The following FAR clauses and provisions apply: 52.212-1, Instructions to Offerors-Commercial Items, 52.212-2, Evaluation of Commercial Items awarded to a responsive/responsible offeror at a fair and reasonable price, 52.212-3, Offeror Representations and Certifications-Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items. All offerors must include a completed copy of FAR 52.212-3 with their response. FAR 12.063 (c)(ii) will be used for establishing solicitation response time rather than the time established in Note 22, which in this instance is not applicable to this commercial acquisiton. Specifications for Instron 5500 Series Upgrade for Model 1120 Series Instrument: 1. 4 channel digital display of load, displacement, strain and time. 2. Rationalized transducers-one step ID and calibration. 3. Synchronous data collection and selectable speeds. 4. Specimen Protection that prevents overloading during test setup. 5. Real-time test curve display with autoscaling. 6. Selectable limits for load, strain and displacement. 7. Synchronous speed data collection (500 points per sec) 8. Optical encoder for position measurements. 9. Retrofit of existing load cells to be operational with new software. 10. Includes a pentium 200 MHz computer to act as central control for the system; including all software for the calibration and control of the entire system and data will be exportable to standard Window's 95 analysis software (SAS, Excel, and WP). 11. Defined user and test profiler software to allow unit to be used for texture profile analysis. (0206)
