58 -- MICRO SURVEILLANCE AUDIO RECORDERS SOL DEA-97-Q-0038 DUE 081897 POC Beverly L. Hobbs, 202-307-5518 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is DEA-97-Q-0038; award will be made using simplified acquisition procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. The Request for Quote is brand name. This office intends to award a firm-fixed priced indefinite quantity, indefinite delivery purchase order with a base year and two option years. This is an unrestricted procurement, however quoters should still identify their business size. The standard industrial classification code is 3663 and the business size is 1,000 employees. The solicitation line items are as follows: Line Item 0001: Qty: (minimum) 40 ea (maximum) 370 ea; Sony Model NT-2 micro surveillance audio recorders, Line Item 0002: Option Year 1- Qty: (minimum) 40 ea (maximum) 370 ea;Sony Model NT-2 micro surveillance audio recorders, Line Item 0003: Option Year 2- Qty: (minimum) 40 ea (maximum) 370 ea;Sony Model NT-2 micro surveillance audio recorders. Salient characteristics are as follows: Sony Model NT-2 digital mirco surveillance recorders to include non-tracking digital recordings, nonloading system, memory buffer, metal evaporated tape, seamless auto-reverse and phantom microphone powering, compact size (4.25"x 2.5"x 75"), extended battery life (minimum of 6 hours), multi-function LCD display, wired remote record control, time and date stamp, and silent shut-off. The contractor must provide technology enhancements for the entire length of the contract, including any option periods that are exercised and provide a standard commercial warranty. Only quotes for the Sony brand audio recorders detailed above will be accepted. Delivery shall be FOB destination, Lorton, VA 22079. Deliveries shall be accomplished between the hours of 8:00 am and 4:00 pm local time exclusive of Saturdays, Sundays, and Federal holidays. Supplies will be order via a delivery order with the first order requiring delivery of a minimum of 40 units and a maximum of 370 units,60 days after contract award. The provision at FAR 52.212-1, "Instructions to Offerors-Commercial Items" is applicable to this acquisition. The provision at FAR 52.212-2, "Evaluation-Commercial Items" is applicable to this acquisition. The Government will award a purchase order resulting from this RFQ to the responsible quoter submitting the lowest price. Past performance will be considered only to the extent that it precludes a determination of responsibility. Quoters shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its written quotation. The provision at FAR 52.212-4, "Contract Terms and Conditions-Commercial Items" is applicable to this acquisition. The provision at FAR 52.212-5, "Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items"(tailored), apply to this acquisition: (a)(1), (a)(2), and (b)(6),(b)(7),(b)(8), (b)(9),(b)(10)and (b)(11). A written quotation must be submitted by August 18, 1997 to Beverly L. Hobbs, Drug Enforcement Administration, Office of Acquisition Management, FAA(W-5140), 700 Army Navy Drive, Arlington, VA 22202. All parcels must be clearly marked "RFQ #DEA-97-Q-0038". Each quote shall contain an original signature and must show the unit price and extended price for each line item. Offers must make an affirmative statement that their signed quote (1) is valid for 60 days from the date of their quote and (2) delivery will be accomplished within 60 days after award of the purchase order. All responsible sources may submit a quote which will be considered by the agency. No telephone or facsimile quotes will be accepted. (0206)
