intends to issue a cost plus fixed-fee delivery order against Blanket
Ordering Agreement DAAJ09-95-G-0018 with Boeing Defense & Space Group
for development and installation of an engineering change.
Specifically, the Government requires that a check valve or similar
device be developed and installed on aircraft refueling probes used on
MH-47D and MH-47E aircraft. The total quantity of check valves to be
acquired will not exceed 40. Check valves will be delivered 120 days
after the completion of verification tests. Minimum objectives for the
check valve include: 1) it must not be susceptible to degradation from
ultra-violet light; 2) it must prevent back-flow of fuel into the
in-flight refueling probe; 3) it must provide lightning strike
protection; 4) it will not restrict refueling below current fuel flow
rates; and 5) it must function at all current refueling flow and
pressure ranges and will meet or exceed maximum continuous and burst
pressure requirements. A component test and flight test will be
performed to verify that the check-valve meets the Government's minimum
objectives. The intended source is Boeing Defense and Space Group,
Helicopters Division. Boeing developed and manufactured the MH-47E and
MH-47D and the refueling probe used on these helicopters. Boeing
possess requisite engineering expertise and technical data to develop
the check valve. Interested persons may identify their interest and
capability to respond to the requirement or submit proposals. This
notice of intent is not a request for competitive proposals. However,
all proposals received within thirty days after date of publication of
this synopsis will be considered by the Government. See Note 22.
