title previously published 10 Dec 96 under same solicitation number as
Correct Drainage, Asphalt Plant Area. Eglin AFB FL has a requirement
to complete Construct Berm/Remove Tanks and Repair Asphalt Plant, Eglin
AFB FL. Bid opening date of 12 September 1997 is only an estimated
date. In general, work consists of furnishing all plant, labor,
materials and equipment, and performing all operations in connection
with removing the existing tank supports, installing new heated asphalt
storage tank, hot oil piping and insulation of new and existing lines.
The project includes 2 areas of work. Four each 30,000 gallon tanks
partially filled with materials used in making asphalt are to be
cleaned internally. The tanks cannot be cut for cleaning. Some of the
material has been in the tanks and not used for up to approximately 12
years. The AC20 tank has been, and still is, in continuous use. The
contents of the AC20 tank are to be transferred by the contractor to
the new 15,000 gallon asphalt tank. The contractor must provide his own
heat/materials to remove the contents of the 3 remaining tanks, and
these contents will become the property of the contractor. The
contractor will be responsible for the removal of the tank contents (3
each) and proper disposal of these contents off-base. After the tanks
are cleaned, they are to be left in-place. The contractor will not be
required to move the tanks. After the Government removes the tanks,
the second area of work involves the demolition of a gravel and dirt
road, demolition and removal of a concrete dike and tank supports (4
sets of saddles), and the construction of a shallow berm. This berm is
to be seeded and watered, as is the area from which the dike and tank
supports are removed. Performance period is 120 calendar days.
Estimated dollar range is between $100,000 and $250,000. All
responsible sources may submit a bid which shall be considered by the
agency. Firms responding should indicate if they are a small business.
