The National Oceanic & Atmospheric Administration (NOAA), Storm Prediction Center (SPC) requires a GOES-GVAR Satellite Ground Station for collecting satellite information for the GOES-9 which provides satellite coverage of the Western United States. The SPC is placing a second satellite receiver for GOES-9 and as a backup to the currently placed GOES-8. It is important that the system be interchangeable with the current system. The current system was manufactured by Telonics Inc. Specifications are as follows. Antenna -- Paraclipse Classic 12 ft. dish or equivalent. Antenna is to be mounted on the roof of an existing structure. The permissible load on this structure is 100 lbs. per square inch with the total load not to exceed 4.5 tons (antenna, pedestal, and ballast). The vendor is responsible for ensuring that the final assembly of the antenna, pedestal and ballast does not exceed these limits. Due to access limitations to the final site, the antenna and pedestal will need to be broken down into several sections. The limitation to the size of a section is 3' wide by 3' deep by 6' high. The weight of any single section is not to exceed 300 pounds. Pedestal -- Baird PXL-2 non-penetrating mount or equivalent. LNA -- Low noise amplifier/buffer suitable for reception of GOES-8/GOES-9 GVAR data feed (1685.7 MHz/1687.1 MHz). The vendor is responsible for connecting the LNA to the Down Converter and power. Down Converter -- Selectable input for either GOES-8/GOES-9 with output frequency at 137.0 MHz (IF). A control cable is to be supplied for power and/or control of the Down converter. The length of this cable is 200 ft. A signal cable is to be supplied for connecting the Down Converter to the receiver. The length of this cable is 200 ft. Receiver -- Input to the receiver is 137.0 MHz (IF) output should be analog PCM or other signal suitable for connecting to a AYDEN PC-335 PC Based Bit Synchronizer. Information on the AYDEN component is available on request. It is not the intent of the Government to issue a separate solicitation for this requirement. Interested sources proposing to supply equivalent items must submit a written qualification statement by fax, clearly establishing capability to meet the above requirements within 15 days from the date of this synopsis.
