(NTIS) has a requirement for a 15 ton, split unit, air conditioner
including installation for the Information Resources Management (IRM)
Computer Center. The IRM Computer Center is located within the inner
core of the building on the second floor and has no exterior building
wall. This unit is required due to the BTU load placed on the
building's current HVAC system by the computer equipment in the IRM
Computer Center. Offers shall include the following Contract Line Item
Numbers (CLIN), 0001 is ONE EACH -- 15 ton, split unit, air
conditioner. The air conditioner shall cool a space of approximately
11,600 cubic feet to an average temperature of 68-70 degrees Fahrenheit
and shall have the capability to add on environmental controls at a
later date if required. CLIN 0002 is ONE EACH -- Installation. The
contractor shall be responsible for installing a working system
including refrigerant lines, low voltage controls and thermostat. The
installation shall include an inside the room air handler with plenum
ducting and registers to provide adequate air flow throughout the
approximate 11,600 cubic feet of space, and an exterior condensing unit
located on the roof. The exterior condensing unit shall be installed so
that load bearing is on structural walls, not on the roof. The distance
from the Computer Center ceiling to the roof is approximately 8 feet.
There is no elevator access to the roof. Arrangements for making any
roof penetrations shall be done through the Facilities Management
Division of the NTIS. The Government will provide a 100 amp, 220 volt,
high voltage electrical service at the installation site. The
electrical connection may have to be done after normal business hours.
Installation will also include disabling the thermostat control for,
and the supply of, air from the existing HVAC system to the IRM
Computer Center while maintaining such control and supply to the other
rooms served. All work shall be performed to Fairfax County Building
Codes and to standards currently acceptable within the air conditioning
trade. Contractor shall warranty system and installation for one year
from installation date, with response time not to exceed two hours. A
site visit is required for the offeror to verify all measurements,
distances, volumes and conditions for installation prior to submitting
an offer. The site visit is scheduled for 10AM EST on July 30, 1997 at
the NTIS at 5285 Port Royal Road in Springfield, Virginia.
Manufacturer's sales literature or other documentation shall be
provided with the offer to show that offered product(s) meet or exceed
requirements as specified above and specify the warranty coverage.
Offers shall describe how the contractor will install the air
conditioning unit. Delivery shall be FOB Destination to the NTIS in
Springfield, Virginia. Installation shall be completed within 7
business days after receipt of contract award. This is a combined
synopsis solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulation (FAR) subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation, proposals are being
requested and a written solicitation will not be issued. Solicitation

is being issued using simplified acquisition procedures. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-46. The proposed
contract is 100% set aside for small business concerns. The standard
industrial classification (SIC) code is 3585, with a size standard of
750 employees. The provision at FAR 52.212-1, Instructions to Offerors
