Provide all labor, tools, material, equipment and services necessary to replace the energy management system at the Department of Veterans Affairs, White River Jct., VT. The objective of this project is to install a fully integrated energy management system, to include removing all existing, multi-vendor, control systems and to replace them with products from a single vendor. The installed system will provide monitoring/control/management of: HVAC systems; Steam Flow Stations & Boilers; Electrical demand meters; Station electrical generators; Medical gases; alarm on certain other hardware/software conditions; and certain other items. The system will utilize some elements of existing systems, to provide a fully distributed network on a fiberoptic backbone, also required to be installed under this project. The project will provide control stations, remote workstations and modem access, all on a fully programmed and interfaced Windows operating environment, capable of true multi-tasking. Software shall have inherent diagnostic abilities and be equipped with a fully programmable graphical user interface. Project will also install Occupancy sensors for the entire facility, as well as some Variable Frequency Drives. Project requires a commissioning process to include training and complete documentation of the commissioning process. It is estimated that bid documents will be available 8/8/97. Contract award is subject to the availability of funds. All requests for bid documents must be in writing. Construction range is $1,000,000-$2,000,000. All responsible sources may submit an offer.
