The Naval Surface Warfare Center requires one each of a precise
positioning and tracking system, for the purpose of tracking a moving
vessel across a signature measurement range. The system shall be
supplied complete and ready to use. The system shall consist of three
basic parts -- a base station and two mobile rovers. The specified
system shall be accurate to within one foot or better. The system shall
be capable of tracking two rovers simultaneously. The rovers shall be
packaged for shipboard use. A RF datalink shall transmit/receive
differential codes and telemeter raw tracking information from the GPS
receiver of the rovers. The radios used for this datalink shall be
synthesized to allow for the changing of frequencies. The precise
positioning and tracking system shall be configured as follows: at the
base station site, the system shall comprise a DGPS reference receiver
and a synthesized RF modem transceiver. The RF datalink shall transmit
the GPS correction factors from the reference receiver to the rovers
once per second and within the same second, receive corrected DGPS
positions from the rovers. For each rover, the system shall consist of
a GPS differential receiver, a synthesized RF modem transceiver. a
mobile battery set, a GPS antenna and a RF antenna. All equipment shall
be capable of operating at temperatures between minus 25 degrees
Celsius and plus 55 degrees Celsius with up to 100% humidity in a
marine environment. The equipment for each rover shall be packaged in
a single weatherproof case. Each piece of electronic equipment shall
include a technical manual describing assembly, installation,
operation, maintenance and troubleshooting. The manufacture shall
warrant all hardware and software for a minimum of twelve months after
