District New Orleans, Waterborne Commerce Statistics Center has a
requirement for Calendar Year 1997 Foreign Waterborne In-transit Data.
This acquisition will include a comprehensive electronic data base of
inbound and outbound waterborne in-transit cargo movements; i.e.
foreign cargo moving through the United States from one foreign country
to another via U.S. coastal ports. This data is to be extracted
directly from U.S. Custom's shipping manifests. In prior years this
data was coded and digitized by the Bureau of Census. The Bureau of
Census has discontinued this service however, and the only known source
for similar data is Port Import Export Reporting Service (PIERS) of New
York, New York. The Corps intends to contract noncompetitively with
PIERS for this data under the authority of FAR 6.302-1 (See Note 22).
