R -- NATIONAL ECONOMICS AND DATA ANALYSIS RESOURCES CENTER SOL HRSA 240-MCHB-15(7) POC Suzanne Stinson 301-443-5130 The Health Resources and Services Administration (HRSA) proposes to negotiate a contract on a sole source basis with the National Public Services Research Institute (NPSRI), 8201 Corporate Drive, Suite 220, Landover, Maryland 20785. The purpose of the contract is to use proprietary software owned by NPSRI to collect and report analytical data pertaining to injuries of children and adolescents. The contractor will use two injury cost modeling systems, one of which is known as the United States Injury Cost and Consequence File, a set of files assembled as a proprietary file by a subsidiary of the proposed contractor. The second cost modeling system, highway crash cost modeling, is supported by the Department of Transportation, the National Highway and Traffic Safety Administration, General Motors and the Maternal and Child Health Bureau. The contractor will also provide technical assistance, primarily to State and local maternal and child health agencies, in the collection and analysis of data, and, injury reduction intervention strategies. A justification for other than full and open competition has been prepared by the Government. A Request for Proposal will be issued on or about August 5, 1997, with a closing date for receipt of the proposal approximately 30 days later.
