Standards and Technology (NIST), intends to procure on a sole source
basis the services of Dr. Nestor Zaluzec, Department of Physics,
University of Illinois at Chicago for: The development of a GUI
interface plan which meets the requirements stated herein; A platform
independent GUI which facilitates remote user TPM collaborations using
industry standard communication protocols; and A platform independent
electronic notebook which can be used to record, store, and document
microscopy/microanalysis information. NIST is interested in
implementing the concept of remote TelePresence applied to scanning
electron microscopy (SEM) and microanalysis for the National Automated
Manufacturing Testbed (NAMT). This work will institute a design study
and implement the results into an interactive interface for remote
TelePresence collaborations. The laboratory implementation shall be
designed in a manner which will allow platform independent access to
electron microscopy and microanalysis facilities within selected
programs at NIST. In collaboration with investigators at NIST, Dr.
Zaluzec shall visit and study the microscopy and microanalysis
facilities needs at NIST for TelePresence. He shall document the
operating modes and procedures within those facilities and design an
interactive, platform independent, graphical user interface (GUI) for
remote collaborations. In consultation with NIST personnel, this
interface will be evaluated for its efficacy, iterated and then
converted into a NIST specific platform independent graphical user
interface for TelePresence microscopy (TPM). This user interface will
be tested at NIST within the SEM metrology project of the Nanometer
Scale Metrology Program of the Precision Engineering Division (PED) and
be modified as necessary. Once the TPM collaboration interface is
operational, a second phase of the project shall begin and focus upon
the development of the local implementation of an electronic notebook
for testing the concepts of storage, retrival and archiving of images,
data, and text which are produced by the TPM Collaboratory. The
Contractor shall provide a Key Personnel that meets the following
minimum requirements: Published papers in the area of TelePresence
Collaboratory concept; successful implementation of such capability in
a microanalysis laboratory and in a similar platform independent
manner as described above; and, identification of an Internet site from
which the facility and expertise of this implementation can be
observed. NIST requires the contract be completed within one year with
the possibility of an extension of services in compliance with FAR
52.217-8. No solicitation will be issued. Requests for a copy of a
solicitation package for this acquisition will be disregarded. A
request for quotation will be verbally requested from Dr. Nestor
Zaluzec and the anticipated award date is on or around August 8, 1997.
