(619)553-4331. The Naval Command, Control and Ocean Surveillance Center
(NCCOSC) RDT&E Division has a requirement for engineering, technical,
and management support services for system design, development and
sustained life-cycle maintenance of Fleet Submarine Broadcast Systems
(FSBS) associated subsystems, and related support systems and equipment
installed in or to be installed in submarine broadcast transmitter
sites and broadcast support sites. With regard to strategic submarine
communications programs supported by Fleet Submarine Broadcast System,
this work must be meticulously responsive to the stringent
prerequisites of performance and operating parameters mandated by the
National Command Authority (NCA), the Joint Chiefs of Staff (JCS), and
the Navy's strategic operating forces. This work is also involved
with, bilateral, multilateral, and NATO submarine communications
programs which are supported by the Fleet Submarine Broadcast System.
The FSBS provides worldwide ELF, VLF, and LF broadcast communications
for U.S. submarines, and for NATO submarine assets operating in the
Western Atlantic Ocean Area. The various submarine assets operating in

controlled by cognizant submarine operational commanders, referred to
as Broadcast Control Authority (BCA), Alternate BCA (ALTBCA), or
Limited BCA (LBCA). National Command Authority (NCA) communication
connectivity is enabled, via AUTODIN and the Defense Data Network
(DDN), for the purpose of Emergency Action Message (EAM) dissemination
on appropriate submarine broadcasts. The FSBS subsystems include the
Integrated Submarine Automated Broadcast Processing System (ISABPS), is
a message store and forward system that performs all interface
functions between the SSIXS, IEMATS, other special communications
circuits, and VERDIN Transmit and Receive terminals. ISABPS enables
automated loading and control of the submarine broadcast. The work is
also highly concerned with site unique subsystem interfaces such as the
Submarine Satellite Information Exchange System (SSIXS), Automated
Digital Information Network (AUTODIN), Automated Medium-Speed
Inter-site Link (ISL) equipment, local Digital Message Exchange (LDMX),
and various high power radio transmitters which operate in the
Extremely Low Frequency (ELF), Very Low Frequency (VLF), Low Frequency
(LF), and High Frequency (HF) bands of the Radio Frequency (RF)
spectrum. Successful performance requires application of extensive
technical experience and expertise associated with submarine broadcast
communications systems to include the characteristic operational
requirements and operational site capabilities/limitations. Specific
experience should include design, development, installation, and
maintenance of submarine communication software programs, support
programs, and subsystem interface requirements. The successful
bidder(s) will also demonstrate experience with approved Department of
Defense and Military software standards and procedures, and will
demonstrate a commitment to improve software processes to reach Level
3 and higher, Software Process Maturity as assessed by the Software
Engineering Institute's (SEI) document "A Method for Assessing the
Software Engineering Capability of Contractors". The Government
contemplates award of multiple Indefinite Delivery, Indefinite Quantity
contract(s) with Cost Plus Fixed Fee Pricing arrangement. Due to the
wide range of disciplines involved, contractor teaming is encouraged.
The contract will consist of a base contract period of one year and
four one year option periods for a maximum contract performance period
of five years. Estimated labor hours over five years are 461,009
within the following labor categories: Staff Scientist; Sr. Management
Specialist; Sr. Comm Sys. Engr; Computer Scientist; Management
Specialist; Sr. Systems Analyst; Comm Sys Engr; Program Analyst;
Logistic Engr; Mechanical Engr; Sys Analyst; Electronic Tech; Technical
Writer; Illustrator/Drafter; Conf Mgmt/Data Mgmt Specialist; Quality
